Abstract

บทคัดย่อ

การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ มีวัตถุประสงค์เพื่อศึกษาปัจจัย ปัญหา ข้อจำกัด และอุปสรรค ที่ส่งผลต่อการอนุรักษ์พื้นที่ประวัติศาสตร์ วิธีเก็บข้อมูลคือ การสืบค้นเอกสารที่เกี่ยวข้อง การสังเกตการณ์ภาคสนาม การสัมภาษณ์กลุ่มนักวิชาการหรือผู้เชี่ยวชาญเกี่ยวกับปัญหาและอุปสรรคที่เกิดขึ้นในกระบวนการดำเนินงานอนุรักษ์ นำข้อมูลที่ได้นำมาวิเคราะห์เชิงพรรณนาเพื่อค้นหาประเด็นสำคัญที่ส่งผลต่อการอนุรักษ์พื้นที่ประวัติศาสตร์ โดยใช้กรณีศึกษาพื้นที่ประวัติศาสตร์ 3 แห่ง ได้แก่ 1) อุทยานประวัติศาสตร์พระนครศรีอยุธยา จ.พระนครศรีอยุธยา 2) เมืองโบราณนครไชยศรี จ.นครปฐม และ 3) เมืองโบราณอู่ทอง จ.สุพรรณบุรี

ผลการศึกษาชี้ให้เห็นปัจจัยปัญหา ข้อจำกัด และอุปสรรค แยกเป็น 3 ประเด็นหลัก คือ 1) ด้านเศรษฐกิจ การเน้นความเจริญทางเศรษฐกิจอย่างรวดเร็ว และความต้องการสาธารณูปโภคขั้นพื้นฐาน 2) ด้านสังคมและวัฒนธรรม ที่สำคัญมาก คือ ทัศนคติและจิตสำนึกร่วมของชุมชน ซึ่งประชาชนโดยส่วนใหญ่ทราบว่ากรณีศึกษาแต่ละพื้นที่มีความสำคัญทางประวัติศาสตร์ แต่ยังไม่เห็นถึงคุณค่า และ 3) การบริหารจัดการพื้นที่ ข้อจำกัดของการบริหารจัดการพื้นที่ประวัติศาสตร์ส่งผลให้ขาดการวางแผนระบบผังเมืองและการใช้ประโยชน์ที่ดินอย่างเหมาะสมกับพื้นที่หรือใช้ผิดประเภท

ข้อเสนอแนะในการศึกษาครั้งนี้ คือ 1) ควรเร่งสร้างทัศนคติและจิตสำนึกเกี่ยวกับการอนุรักษ์พื้นที่ประวัติศาสตร์ โดยสามารถดำเนินการไปพร้อมๆ กับขั้นตอนหรือกระบวนการอื่นๆ 2) ต้องแสดงให้ชาวบ้านเห็นเป็นรูปธรรมเกี่ยวกับผลประโยชน์อันส่งต่อความอยู่รอดที่ชุมชนจะได้รับจากการอนุรักษ์พื้นที่ประวัติศาสตร์ และการอนุรักษ์นั้นไม่ส่งผลเสียต่อการดำรงชีพของประชาชนในชุมชน 3) ใช้กลยุทธ์การมีส่วนร่วมอย่างแท้จริงในทุกขั้นตอน 4) ร่วมกันผลักดันหรือส่งเสริมให้แผนการอนุรักษ์เป็นส่วนหนึ่งที่สำคัญในแผนพัฒนาตั้งแต่ระดับประเทศ จังหวัด จนถึงระดับท้องถิ่นอย่างจริงจัง

Abstract

This research is a survey research. Purpose limitation, the factors and difficulties affecting the conservation of historic areas how to collect data search for related documents. Observations from the field of academic or professional group about the problems and difficulties that arise in the process of conservation. The data were used descriptive analysis to find the key issues affecting the conservation of historic areas. Using a case study of the historical area 3, 1) Ayutthaya Historical Park Changwat Ayutthaya, 2) Mueang Boran Nakhonchaisri (Ancient Nakhonchaisri City) Changwat Nakhon Prathom 3) Mueang Boran Uthong (Ancient Uthong City) Changwat Suphan Buri.

The study suggests factors, problems, constraints and obstacles are three main issues : 1) The economy. The emphasis on rapid economic growth. Demand for infrastructure 2) The social and cultural. Very historical significance I do not see the value and 3) Management of the area. Historical limitations of the management. The lack of urban planning and land use appropriate to the area or misuse.

Suggested in this study were 1) to accelerate the attitudes and awareness about the conservation of historic areas. This can be done along with other process steps 2) Must demonstrate to local people about the tangible benefits that affect the survival of the community will be of historical preservation and conservation are not adversely affect the livelihood of the people in the community. 3) Strategies engaging fully in step and 4) Together, push or encourage its preservation is an important part in development since local, provincial and nation levels seriously.
