The Development of Regulatory Policy Uncertainty Index

This article studies the development of the Regulatory Policy Uncertainty (RPU) index as a tool for monitoring the Office of the NBTC’s regulatory policy. Following the guidelines of the economic policy uncertainty index, the study analyzed the literary content from relevant headlines of leading newspapers in Thailand starting from the establishment of Office of the NBTC from October 2011 to December 2022. The study found that the uncertainty of regulations reflected in the index tended to reduce over time. The study set an upper 10th percentile as high-RPU, and it was found that most high-RPU indices were concentrated during the major frequency auctions in 2012 (2100 Megahertz) and 2015 (900 Megahertz).
