บทความนี้ศึกษาการพัฒนาดัชนีความไม่แน่นอนด้านนโยบายการกำกับดูแล (Regulatory Policy Uncertainty: RPU) เพื่อเป็นเครื่องมือในการติดตามนโยบายการกำกับดูแลของสำนักงานคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (สำนักงาน กสทช.) โดยใช้ระเบียบวิธีศึกษาการพัฒนาดัชนีความไม่แน่นอนตามแนวทางของดัชนีความไม่แน่นอนด้านนโยบายเศรษฐกิจ ประมวลผลและวิเคราะห์เนื้อหาทางอักษรศาสตร์จากการเก็บข้อมูลหัวข้อข่าวที่เกี่ยวข้องจากหนังสือพิมพ์ชั้นนำของประเทศไทย ตั้งแต่ก่อตั้งสำนักงาน กสทช. คือ เดือนตุลาคม พ.ศ. 2554 จนถึงเดือนธันวาคม พ.ศ. 2565 ผลการศึกษาพบว่า นโยบายการกำกับดูแลซึ่งสะท้อนผ่านดัชนีความไม่แน่นอนด้านนโยบายการกำกับดูแล มีแนวโน้มความไม่แน่นอนด้านนโยบายการกำกับดูแลที่ลดลงตลอดช่วงระยะเวลาที่ผ่านมา และจากการกำหนดค่าเปอร์เซ็นไทล์ที่ 10 สูงสุด เป็นตัวกำหนดค่าดัชนีที่มีค่าสูง จะได้ค่าดัชนีที่มีค่าสูงกระจุกตัวอยู่ในช่วงที่มีการจัดประมูลคลื่นความถี่ที่สำคัญ ได้แก่ ย่านความถี่ 2100 เมกะเฮิรตซ์ และ 900 เมกะเฮิรตซ์ ใน พ.ศ. 2555 และ พ.ศ. 2558 ตามลำดับ
