บทคัดย่อ

This Article aimed to study “A Unit of Competency for the Thai Digital Leadership, a needed soft skill sets for the Digital Government”. Unlike the existing studies in the area of e-Government, this was an applied research, qualitatively studied by an exploratory method. The study was designed to create competency units of a Digital Government Transformation in Thailand in 2018, a year before of the pandemic 2019, while the concepts of Digital Government were vague. It was designed by integrating the concepts of international Digital Government and those of Unit of Competency bases, to draw out not only a big picture, a road map for the Thai Government’s transformation to a Digital era but also to create a Unit of Competency for the Thai Digital Leadership. The sample was the government officers, who were represented by existing government officers, and divided into 7 target groups. They were selected by a structured sampling group with different levels of targeted roles & responsibilities of the government officers. The instrument for collecting data was a Q&A forum and the Analysis data by Content Analysis. The research results were found as follows; 1. A Unit of competency for the Digital Government Leadership towards Digital Government for 10 years and beyond: the Early stage 1-2 years, the Developing Stage 3-5 years, and the Maturity Stage is 6-10 years. 2.A Digital Leadership Skill Sets for the Executive and Management of Thai Digital Government Officers
