การเลือกจังหวัดหลังเกษียณในประเทศไทย: แบบจำลองการตัดสินใจภายใต้กรอบการใช้ชีวิตยืนยาวอย่างมีคุณภาพ

บทคัดย่อ
การเลือกจังหวัดเพื่อใช้ชีวิตหลังเกษียณเป็นกระบวนการตัดสินใจที่ซับซ้อนและไม่อาจอธิบายได้ด้วยเกณฑ์เดียว หากแต่ต้องอาศัยกรอบคิดที่บูรณาการองค์ความรู้จากหลายสาขา ทั้งวรรณกรรมด้านผู้สูงอายุ การตลาดเชิงพื้นที่ และทฤษฎีการตัดสินใจแบบหลายคุณลักษณะ บทความนี้นำเสนอแบบจำลองเชิงอรรถประโยชน์ที่ประกอบด้วยสามมิติหลัก ได้แก่ (1) ความมั่นคงด้านสุขภาพและการแพทย์ (2) ระบบคมนาคมและการเข้าถึงบริการจำเป็น และ (3) คุณภาพชีวิต ในระยะยาว โดยมีลักษณะของผู้เกษียณทำหน้าที่เป็นตัวแปรกำกับซึ่งกำหนดค่าน้ำหนักเชิงอรรถประโยชน์สำหรับการประเมินทางเลือก ผลการพัฒนาแบบจำลองเชิงแนวคิดชี้ให้เห็นว่า ความเหมาะสมของจังหวัดมิใช่คุณสมบัติที่เป็นสากล แต่เป็นผลลัพธ์เฉพาะกลุ่มที่ขึ้นอยู่กับโครงสร้างความต้องการและข้อจำกัดของผู้เกษียณแต่ละประเภท กรอบแนวคิดนี้ช่วยอธิบายความแตกต่างของผลสำรวจหรือการจัดอันดับจังหวัดเกษียณได้อย่างเป็นระบบ และสะท้อนให้เห็นว่าการออกแบบนโยบายและกลยุทธ์การพัฒนาจังหวัดเพื่อรองรับสังคมสูงวัยควรตั้งอยู่บนการยอมรับความหลากหลายของผู้เกษียณ มากกว่าการมุ่งสร้างจังหวัดต้นแบบที่เหมาะสมกับทุกคน บทความนี้จึงเป็นทั้งการอธิบายเชิงทฤษฎีและฐานสำหรับการพัฒนาแบบจำลองเชิงประจักษ์ในอนาคต รวมถึงการกำหนดนโยบายเมืองและพื้นที่ที่ตอบสนองต่อสังคมสูงวัยในระยะยาว
