Abstract

This article aimed to study the democratic system of government by adhering to the principle of public participation as the fundamental principle of democracy. the principle of majority vote coupled with respect for the rights of the minority. However, the right of the minority is respected, which is not contrary to the principle of majority vote. That must be done in accordance with the consensus principle, which is a collective agreement that looks like a unanimous acceptance of the people. The voice of the people is the voice of righteousness and good faith, given to representatives to act on their behalf, representing in good faith, with Hiri, moral shame and Ottappa, moral fear, to every voice given. Then, democracy will be strong.
