DRIVING RAYONG TOBACCO CONTROL SYSTEM AND MECHANISM ACCORDING TO TOBACCO PRODUCTS CONTROL ACT B.E. 2560

Abstract

The objectives of this research article were: 1. To study the components of the Rayong tobacco products' control system and mechanism; 2. To study the driving of the Rayong tobacco products control system by the Rayong Tobacco Products Control Committee, and 3. To synthesize development guidelines for driving the Rayong tobacco products control system, conducted by qualitative research. Key informants were purposively selected, including representatives of the Rayong Tobacco Products Control Committee and network agencies supporting the control of tobacco products in Rayong Province. The research instrument was a semi-structured interview script. A thematic analysis analyzed data.  

Findings were as follows: 1. The Rayong tobacco products control system consisted of 5 components: environment, inputs, processes, outputs, and feedback, and had the Rayong Tobacco Products Control Committee as the primary mechanism to drive the system. 2. The Rayong tobacco products control mechanism consisted of 4 components, which were the duties of the Rayong Tobacco Products Control Committee, defined by the Tobacco Products Control Act of 2017. 3. The input development guidelines for driving the Rayong tobacco product control system consisted of making an annual operating calendar, selecting public relations media and channels, and asking for support from public relations media and a budget from tobacco tax. In contrast, the process development guidelines for driving the Rayong tobacco product control system consisted of making strategic and action plans, making policy of treatment for addiction free of charge, making strategy for public relations of laws and strategy for solving health problems caused by tobacco consumption, conducting training for legal knowledge, making networking partners, and conducting random inspecting and punishment for non-compliance with the law.
