Abstract

This research article aimed to study theoretical concepts, the problem of facts, and the approaches to problem-solving, conducted by qualitative research, and used open-ended interviews in in-depth interviewing key informants, participatory observation and focus group discussions with key informants, divided into 3 groups: Group 1: Government agencies that set policies and enacted labor protection laws. Group 2: Representatives of marine fishing business operators. Group 3: Informal sector workers. (Marine fishing employee)

The research results were found that the problem of labor in the marine fishing business arose from the relationship between the boat owners, captains, and employees working on the boats and hiring employees to work in sea fishing, as well as problems with labor contracts or labor agreements. The agreement to hire an employee to work on a sea fishing vessel was usually verbal. There need to be a clear written labor contract or working agreement, which caused disputes between employers and employees. The researcher had a suggestion to amend the law regarding labor use in marine fishing. There should improve and amend additional protection for employees. There should be a correction for those coming to work as employees in the marine fishing business. There should be an employment contract for clarity regarding the employment of workers in the marine fishing business.
