Abstract

The study aimed: 1. To study development of child safety policies models used in public educational institutions in Nonthaburi Province, 2. To study the problems of development of child safety policies models in public educational institutions in Nonthaburi Province and 3. To suggest guidelines for the development and improvement of development of child safety policies models suitable for the context of public educational institutions in Nonthaburi Province. This is qualitative research. The key informants were personnel with knowledge and experience in prevention and providing medical care to children when accidents occurred. Purposive sampling was used to select the key informants and 20 key informants consisted of executives from the Ministry of Education, the Office of the Basic Education Commission (OBEC), the Department of Children and Youth, school personnel, parents and academicians.

The study results were found that: 1. The setting of child safety policies, measures and practices in public educational institutions were under the framework of top-down policy implementation to urgently used same standards in various aspects such as school infrastructure safety, safety from people crimes, cyber online safety, accident prevention and disasters and biosecurity. 2. The problems of development of child safety policies models in public educational institutions in Nonthaburi Province have both internal and external factors. Internal factors were problems related to government administration, such as a lack of budget and teaching personnel, changes in leadership and a lack of a standard child safety manual. External factors included society, culture, and parents who did failed to realize importance and benefits of development of child safety policies models in educational institutions. 3. Guidelines for developing and improving development of child safety policies models in public educational institutions in Nonthaburi Province included providing knowledge and organizing training to educate a culture of safety in educational personnel, parents and the public. Also, it includes creating a manual, building networks and supporting assistance from the private sector and society as well as introducing technology to promote safety in public educational institutions.
