THE ADMINISTRATION ALONG THE PAPANIKADHAMMA OF THA ADMINISTRATORS OF THASADET SUB–DISTRICT MUNICIPALITY, MUEANG DISTRICT, SUPHANBURI PROVINCE

Abstract

This research aimeded: 1. To study the level of administrative performance of municipal executives, 2. To examine the relationship between the principles of Papanikadhamma and administration, and 3. To propose guidelines for applying Papanikadhamma principles in the administration of the executives of Tha Sadet Sub-district Municipality, Sakaeo Sub-district, Mueang District, Suphanburi Province. A mixed-method research design was employed, incorporating both quantitative and qualitative approaches. The quantitative research utilized questionnaires distributed to 389 eligible voters. The data were analyzed using frequency, percentage, mean, standard deviation, and Pearson’s correlation coefficient. For the qualitative aspect, in-depth interviews were conducted with 10 key informants, including monks, academicians, and local officials. The qualitative data were analyzed using descriptive content analysis.

The study was found that: 1. The overall administrative performance of municipal executives was at a moderate level, with a mean score of 3.41. The highest average was in the area of management and coordination (mean=3.43), followed by planning (mean=3.40), while the lowest was in budgeting (mean=3.38); 2. the relationship between the principles of Papanikadhamma and administrative performance was relatively low (r=0.363**), but statistically significant at the 0.01 level; and 3. the proposed guidelines for applying Papanikadhamma principles are: 1. Cakkhuma executives must be visionary, capable of analyzing problems, and accepting change; 2. Vidhuro executives should integrate multidisciplinary knowledge and modern technology into administration; and 3. Nissayasampanno executives should demonstrate good human relations and adhere to moral and ethical principles in administration to build trust and credibility within society.
