Abstract

Objectives of this research article were: 1. To examine the problems and obstacles in the transfer of functions of Sub-District Health Promoting Hospitals (SHPHs) to the Provincial Administrative Organization (PAO) of Prachinburi; 2. To study the factors affecting the transfer of SHPHs to the Prachinburi PAO; and 3. To propose guidelines for integrating Buddhist principles to address the issues related to the transfer, conducted by the mixed research methods. The quantitative research, data were collected from 263 samples who were participants selected through simple proportional random sampling. The research instrument was a questionnaire with an overall reliability coefficient of 0.987. Data were analyzed using descriptive statistics and stepwise multiple regression analysis. The qualitative research, data were collected by in-depth interviewing 14 key informants, and data were analyzed using descriptive content interpretation.

The research findings revealed the followings: 1. The problems and obstacles in the transfer of Sub-District Health Promoting Hospital (SHPH) functions to the Provincial Administrative Organization (PAO) were rated at a high level ( $\bar{x}$ =3.67, S.D.=0.71); 2. The significant influencing factors included improvement and correction, planning, and monitoring and evaluation, which together predicted the success of the function transfer at 65.7 percent. In addition, the Four Iddhipada factors, particularly Chanda, aspiration, Vimamsa, investigation, and Citta, focused attention, accounted for 77.6 percent of the predictive power. 3. The integration of Buddhist principles was found that the PDCA cycle and the Four Iddhipada, played a crucial role in promoting systematic management and enhancing intrinsic motivation among personnel, contributing to a stable, policy-aligned, and sustainable post-transfer operation that effectively responded to public needs.
