AN INVESTIGATION OF THE CONSTRUCT VALIDITY OF A COMPETENCY MEASUREMENT MODEL FOR EDUCATIONAL PERSONNEL UNDER THE PRIMARY EDUCATIONAL SERVICE AREA OFFICES IN THE NORTHEASTERN REGION OF THAILAND

This study aimed to develop and validate the structural validity of a competency measurement model for educational personnel under the Office of Primary Educational Service Area (OPESA) in the Northeastern region of Thailand. The research employed an exploratory sequential mixed-methods design. The first phase involved qualitative research to construct a conceptual framework and develop the instrument through documentary analysis and interviews. The second phase utilized quantitative research to validate the model with a sample of 597 school administrators and teachers, selected via multistage random sampling. Data were analyzed using descriptive statistics and confirmatory factor analysis (CFA).
The findings revealed that the model demonstrated excellent fit with empirical data, as evidenced by the following statistical indices: X2 = 79.11, p-value = 0.86, df = 94, X2 /df = 0.84, GFI =0.98, CFI = 1.00, RMSEA =0.00. All four components of the model exhibited standardized factor loadings ranging from 0.82 to 0.97, which were statistically significant at the .01 level, with ethics and morality yielding the highest weighting. The validation confirmed that the developed competency measurement model possesses strong structural validity and can be effectively applied for assessing and enhancing the competencies of educational personnel.
