THE DEVELOPMENT OF SMART PUBLIC ADMINISTRATION A NEW DYNAMIC OF PUBLIC SERVICE IN THE DIGITAL ERA

Abstract

This academic article aimed to examine the concept and evolution of smart government, analyze its key components, and propose development approaches in the context of Thailand. The study employed systematic literature synthesis of academic sources and policy documents at both national and international levels. The findings indicated that smart government represented an integrated approach combining digital technologies, data utilization, and governance mechanisms to enhance administrative efficiency and public service quality. The core components included digital infrastructure and shared platforms, public data governance, citizen-centric service design, and cybersecurity with personal data protection. Furthermore, the article proposed comprehensive development strategies for Thailand to establish a digital ecosystem that supported data integration, citizen participation, and sustainable public service delivery in the digital era. Development management is a management process that aims to create changes to economical, social and political development of the Country.
