Small and Medium-sized Enterprises (SMEs) are vital mechanisms for driving the national economy. However, in the digital economy era, SMEs still face limitations in accessing and adopting Enterprise Resource Planning (ERP) systems, which are essential tools for enhancing organizational efficiency. This academic article aims to analyze the obstacles of ERP adoption in Thai SMEs and propose public policy innovation guidelines to support the enhancement of their competitiveness. The analysis reveals that the primary obstacles include high investment costs, a lack of skilled personnel, and resistance to business process reengineering. Therefore, the author synthesized a new body of knowledge termed “The 3D- ERP Policy Innovation Model,” which consists of three integrated approaches: 1. The Financial Dimension through digital voucher subsidy policies, 2. The Human Capital Dimension through digital workforce up-skilling policies, and 3. The Infrastructure Dimension through the creation of a national data platform policy. Integrating these three dimensions of policy innovation will serve as a crucial mechanism to break down structural barriers, increase management efficiency, and sustainably support the development of the country’s digital economy.
