Abstract

This academic article aims to examine the concepts of sports policy and sports policy development, investigate Buddhist principles appropriate for sports policy development, and propose an approach to integrating the Iddhipada IV, or the Four Bases of Success, into sports policy development in accordance with the Thai social context. The study draws upon books, textbooks, research studies, academic articles, and official documents published by relevant government agencies. The collected information was analyzed and synthesized through content analysis. The findings indicate that sports policy is an important public policy instrument for improving quality of life, promoting public health, developing human capital, and strengthening national competitiveness. Effective sports policy development requires a systematic process encompassing policy formulation, implementation, monitoring, and evaluation, while encouraging stakeholder participation based on the principles of good governance. The Iddhipada IV, consisting of Chanda (aspiration), Viriya (perseverance), Citta (dedication), and Vimamsa (critical reflection), can be applied to promote motivation, commitment, responsibility, attentiveness, and continuous improvement. When integrated into the sports policy process, these principles can enhance administrative effectiveness, encourage public participation, develop the competencies of athletes, sports personnel, and sports organizations, and strengthen transparency and good governance in sports administration. In addition, the article synthesizes a Buddhist Sport Policy Development Model, which illustrates the relationship between the Iddhipada IV and the sports policy development process. The model demonstrates that integrating Buddhist principles into policy formulation, implementation, monitoring, and evaluation can contribute to ethical and publicly oriented sports policies that respond to citizens’ needs, improve organizational capacity, promote better quality of life, and support balanced and sustainable social development.
