BUDDHIST GOOD GOVERNANCE AND THE ADMINISTRATION OF DISTRICT OFFICERS IN MODERN SOCIETY

This academic article aimed to synthesize the concept and principles of Buddhist good governance and analyze approaches to their application in the administration of district chiefs in modern society. The article examines the integration of good governance principles with Buddhist teachings, including the Ten Royal Virtues (Dasavidha-rajadhamma), Brahmavihara 4, Sangahavatthu 4, Iddhipada 4, and Aparihaniyadhamma 7. Although good governance principles are widely recognized in public administration, their practical application in district administration continues to face several challenges. The application of Buddhist principles may therefore provide an appropriate approach for addressing the complexities of modern society. Buddhist good governance represents an administrative approach that integrates Buddhist teachings with universal principles of good governance, comprising the rule of law, morality, transparency, accountability, participation, and cost-effectiveness, with the aim of enhancing the efficiency of public administration. Furthermore, strengthening administrative efficiency in modern society, which is characterized by rapid social, economic, and technological changes, requires district chiefs, as the chief government administrators at the district level and the highest-ranking administrative officials in their respective areas, to transform their roles from command-oriented administrators into integrated, people-centered leaders. Applying Buddhist good governance can promote decision-making grounded in morality and social responsibility while encouraging the participation of various sectors in local development. Such an approach can contribute to public administration that is efficient, transparent, equitable, and genuinely responsive to the needs of the people.
