BUDDHIST INTEGRATION FOR PROMOTING PUBLIC PARTICIPATION IN PUBLIC DISASTER MANAGEMENT OF AINALAI SUB-DISRICT ADMINISTRATIVE ORGANIZATION, WIENG SA DISTRICT, NAN PROVINCE

Abstract

This research article aimed to 1. Study the level of public participation in disaster management; 2. Study the relationship between the Seven Principles of Non-Decline and public participation; and 3. Propose a Buddhist integration approach to promote public participation in disaster management in the Ainalai Subdistrict Administrative Organization, Wiang Sa District, Nan Province. The research employed a mixed-methods approach. Quantitative research used a questionnaire with a reliability coefficient of 0.986, collecting data from a sample of 374 people. The sample size was determined using Taro Yamane’s formula, and data was analyzed using descriptive statistics including frequency, percentage, mean, standard deviation, and correlation coefficient. Qualitative research involved in-depth interviews with 10 key informants, and data was analyzed using descriptive content analysis.

The research findings revealed that: 1. Public participation in disaster management in the Ainalai Subdistrict Administrative Organization, Wiang Sa District, Nan Province, was at a moderate level ( =3.46, S.D.=0.74). The evaluation aspect had the highest mean, while the implementation and protection of interests aspects showed lower means. 1. The decision-making process shows a descending average in sequence. 2. Analysis of the relationship revealed a clear correlation between the principles of aparihaniyadhamma and public participation, with a very high correlation coefficient (R = 0.902**) and statistical significance at the 0.01 level. Therefore, the hypothesis is accepted, and 3. The Buddhist integration approach involves applying the seven principles of aparihaniyadhamma to promote public participation in planning, decision-making, and implementation. It provides opportunities for all sectors of the community to participate in disaster management, including before, during, and after disasters in order to increase the efficiency of disaster management.
