Developing the IDG Curriculum through Non-Technical Skills to Enhance the Competencies of Government Personnel

Abstract

The development of Thai government personnel had still emphasized technical skills while lacking the enhancement of inner competencies essential for working in the VUCA era. This study aimed to integrate the framework of the Inner Development Goals (IDG) with non-technical skills (NTS) to design a prototype curriculum that responded to these challenges. The research employed a hermeneutic qualitative approach, using interviews, focus group discussions, and expert evaluations with 15 key informants. The findings indicated that developing an IDG curriculum based on NTS enhanced key competencies, including self-awareness, empathy, ethical action, and creative collaboration. It was concluded that the “IDG–NTS Integration” model and the 3P learning structure (Personal–Peer–Public) enabled government personnel to cultivate inner leadership and could be applied in sustainable policy-oriented training programs.
