การเสริมสร้างความสามารถในการตอบสนองต่อโควิด-19 ของสำนักงานเขต กรุงเทพมหานคร

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการเสริมสร้างความสามารถในการตอบสนองต่อวิกฤตโรคระบาดโควิด-19 ของสำนักงานเขต กรุงเทพมหานคร โดยใช้รูปแบบการวิจัยเชิงคุณภาพ เกี่ยวกับแนวคิดการเสริมสร้างความสามารถในการตอบสนองต่อภาวะวิกฤตทางด้านสาธารณสุข อาศัยมุมมองการจัดการภาครัฐเป็นกรอบในการวิเคราะห์ข้อมูล ผู้วิจัยมุ่งสนใจประสบการณ์ของเจ้าหน้าที่ผู้มีส่วนเกี่ยวข้องกับวิกฤตโควิด-19 ในช่วงของการระบาดระลอกที่ 3-4 ในพื้นที่เขตกรุงเทพมหานคร ของสำนักงานเขตทั้ง 50 เขต เก็บรวบรวมข้อมูลด้วยแบบสัมภาษณ์กึ่งโครงสร้างและการประชุมกลุ่มย่อยกับบุคลากรของสำนักงานเขต และผู้บริหารจำนวนรวม 25 คน ผู้วิจัยวิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหาแล้วเขียนบรรยายเชิงพรรณนา ผลการวิจัยพบว่า สำนักงานเขตมีวิธีการเสริมสร้างความสามารถในการตอบสนองต่อวิกฤตโควิด-19 ในรูปแบบของเครือข่ายซ้อนเครือข่าย และการเสริมสร้างความสามารถใน 3 ด้าน ประกอบด้วย (1) ความสามารถในการวิเคราะห์ข้อมูล (2) ความสามารถในการประสานงาน และ (3) ความสามารถในการส่งมอบบริการให้แก่ประชาชน ด้วยวิธีการที่ริเริ่มขึ้นมาเองจากการเรียนรู้ในบทบาทหน้าที่ใหม่ซึ่งไม่เคยทำมาก่อน ประโยชน์ที่ได้จากข้อค้นพบนี้ผู้วิจัยพัฒนาเป็นตัวแบบ การเสริมสร้างความสามารถในการตอบสนองต่อวิกฤตโรคระบาดขององค์การระดับท้องถิ่นในเขตเมือง เพื่อให้นักวิชาการและผู้ปฏิบัติงานด้านการจัดการภาวะวิกฤตสามารถนำไปใช้ประโยชน์ในการศึกษาและการทำงานต่อไปได้
