Evaluation of Elderly Care System Innovation Development of Chaikram Sub-District Administrative Organization Donsak District, Surat Thani Province

Abstract
Aging society can be a challenge for local government organization which needs to establish a systematic plan to promote long-term goals for the elderly health welfare. This research aims to 1) evaluate senior care system innovation development, 2) survey the trend, demand and feasibility of innovative system development for senior care, and 3) offer guidelines for senior care system development of Chaikram local administrative organization, Donsak district, Surat Thani province. This study employed mixed-methods approaches. Quantitative data were collected through a survey on opinions of the 175 elderly people who were selected by stratified sampling technique. Qualitative data were collected from documents and in-depth interviews with 15 executives and officials of Chaikram sub-district organization and elderly health care organizations. The interview sample was selected through purposive sampling. Statistics was employed for quantitative data analysis and content analysis was conducted for qualitative analysis. Results showed that the overall opinions in all aspects towards system care innovation development for an elderly of Chaikram sub-district administrative organization were at high level (= 3.95, S.D. = 0.90). With regards to opinions about trends, needs and feasibility of such an operation in overall were at highest level (= 4.26, S.D. = 0.68). The proposed guideline was based on “SAO for Healing environment” which aims to protect and provide health service for the elderly by local community that requires: 1) integration of partnership development participation 2) support to public policy making constantly 3) creative thinking based on local strong governance and 4) provision of health and social welfare for the elderly. The findings can provide insights for policy makers especially in terms of social welfare and can be used as a guideline to plan for innovation development that meets the needs of the elderly in other local administration organizations.
