Abstract
“PEACEACT” for Development of Administration to Sustainable Equations
Development of the administration in Thailand has problems relating to both structure and process, including corruption, irrational decision-making, and inefficiency in performance, all of which present significant challenges to the Thai Government for the development of administration. In principle, any improvement of development must be legal, transparent, able to be accomplished, and sanctioned. In practice, working methods must be improved, to ensure clarity and understanding, including knowledge management to ensure efficient administration in order to promote effective development. This academic article aims to propose a theoretical model for the development of administration, and to create a relationship to systems of sustainable development, in an equation form. The concept “PEACEACT” including; participation, equality, agreement, carefulness, economy, awareness, creativity, and transparency which were synthesized by Good Governance applied to an organization, can be considered in two sections. Firstly, application at the personal level, and secondly, application to the administration systems that the processes of the organization are aligned with the goals and objectives of that organization’s establishment. The 3 relevant equations are: (1) D of A+A of D=DA, (2) D of A+PEACEACT=A of D, and (3) D of A+PEACEACT+KM=A of D+SD. All of these enlarge the scope of the concept, and allow adaptation to promote action towards the sustainable development of an effective administration.
