การพัฒนารูปแบบการดำเนินงานชมรมผู้สูงอายุ ตำบลธาตุน้อย อำเภอเขื่องใน จังหวัดอุบลราชธานี

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อ ศึกษาการพัฒนารูปแบบการดำเนินงานชมรมผู้สูงอายุ ตำบลธาตุน้อย อำเภอเขื่องใน จังหวัดอุบลราชธานี กลุ่มตัวอย่าง คือ สมาชิกชมรมผู้สูงอายุบ้านธาตุน้อย หมู่ที่ 1 จำนวนทั้งหมด 43 คน เก็บรวบรวมข้อมูลโดยใช้แบบสัมภาษณ์ ใช้เกณฑ์การประเมินมาตรฐานชมรมผู้สูงอายุคุณภาพของกรมอนามัย กระทรวงสาธารณสุข เป็นตัวชี้วัดในการพัฒนา เก็บข้อมูลระหว่าง มกราคม–กุมภาพันธ์ 2557 วิเคราะห์ข้อมูลโดยใช้สถิติการแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า กระบวนการพัฒนารูปแบบการดำเนินงานชมรมผู้สูงอายุ ประกอบด้วย 9 ขั้นตอน ได้แก่ (1) การจัดประชุม (2) การวิเคราะห์บริบท (3) การวิเคราะห์ปัญหา (4) การกำหนดแผนงาน/โครงการ (5) การจัดทำแผนปฏิบัติการ (6) การปฏิบัติการตามแผน (7) การติดตามการดำเนินงาน (8) การเก็บรวมรวบข้อมูล และ (9) การสรุปผล จากกระบวนการดำเนินงาน ส่งผลให้ผู้สูงอายุได้รับความรู้เรื่องสิทธิประโยชน์ บทบาทหน้าที่ของตน และเกิดการรวมกลุ่มในการทำกิจกรรมของชมรมมากขึ้น นำไปสู่การดำเนินงานของชมรมผู้สูงอายุ ตามเกณฑ์การประเมินมาตรฐานชมรมผู้สูงอายุคุณภาพจากการมีส่วนร่วมของทุกภาคส่วน

โดยสรุป การพัฒนารูปแบบการดำเนินงานชมรมผู้สูงอายุ ส่งผลให้ชมรมผู้สูงอายุผ่านเกณฑ์การประเมินมาตรฐานชมรมผู้สูงอายุคุณภาพ โดยมีปัจจัยแห่งความสำเร็จ คือ การมีผู้นำชุมชนที่เข้มแข็ง มุ่งมั่นและเข้าใจในกิจกรรม รวมทั้งมีการสนับสนุนทรัพยากรจากองค์กรปกครองส่วนท้องถิ่นอย่างจริงจังและต่อเนื่อง

Developing Operation Patterns of an Elderly Club in Tat Noi Sub-District, Khuang Nai District, Ubon Ratchathani Province

This study aimed to examine development of operation patterns of an Elderly Club in Tat Noi Sub-district, Khuang Nai District, Ubon Ratchathani Province. Forty-three club members were chosen as a sample for the study. An interview guideline based on standard assessment criteria of quality elderly club from Department of Health and Ministry of Public Health to measure the development was used as the instrument. The data were collected during January–February 2014, then they were analyzed using descriptive statistics such as percentages, mean, and standard deviation. Results showed that development of the elderly club went through 9 procedures including (1) meetings, (2) contextual analysis, (3) problem analysis, (4) making decision about projects, (5) planning of projects, (6) implementing (7) following up, (8) gathering information, and (9) providing a summary. As a result of this operation process, the elderly can easily access to information on elderly welfare, their roles, duties, and increase frequency of participations with the club. This leads to quality elderly club as defined by the standard assessment criteria. To conclude,the development of operation patterns can help the elderly club to meet the standard evaluation criteria. The underlying factors for success includes having a strong community leader with high commitment and understanding of group activities as well as gaining support of resources from local administrative organization seriously and consistently.
