รูปแบบการพัฒนาองค์กรชุมชนแบบยั่งยืน

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาตัวแบบองค์กรชุมชนที่ประสบความสำเร็จ ในการพัฒนาองค์กรชุมชนแบบยั่งยืน (2) พัฒนารูปแบบการพัฒนาองค์กรชุมชนแบบยั่งยืน และ (3) ประเมินประสิทธิภาพรูปแบบการพัฒนาองค์กรชุมชนแบบยั่งยืน ใช้วิธีการวิจัยและพัฒนา การศึกษาถอดบทเรียนจากตัวแบบองค์กรชุมชนที่ประสบความสำเร็จในการพัฒนาองค์กรชุมชนแบบยั่งยืนในพื้นที่ภาคใต้ กลุ่มตัวอย่างที่ใช้ในการปฏิบัติการ ได้แก่ ผู้นำ/แกนนำองค์กรชุมชน คณะกรรมการองค์กรชุมชน สมาชิกองค์กรชุมชน และผู้เกี่ยวข้องในการจัดตั้งองค์กรชุมชน ในพื้นที่ชุมชนบ้านถ้ำผึ้ง อำเภอพนม และชุมชนคลองน้อย อำเภอเมือง จังหวัดสุราษฎร์ธานี และพื้นที่ปฏิบัติการวิจัย คือ ชุมชนวัดป่ายาง อำเภอเมือง จังหวัดนครศรีธรรมราช     

ผลการวิจัยพบว่า องค์กรชุมชนที่ประสบความสำเร็จ ในการพัฒนาองค์กรชุมชนแบบยั่งยืน มีลักษณะการดำเนินงาน และกระบวนการทางสังคมที่เกิดขึ้นในขั้นตอนของการเกิดองค์กรชุมชน พบว่า กระบวนการเรียนรู้และการมีส่วนร่วมของสมาชิก ทำให้เกิดจิตสำนึกและจิตวิญญาณชุมชน ในการผนึกกำลังกันแก้ปัญหาชุมชน ด้วยการสร้างพลังกลุ่มที่สอดคล้องกับบริบทของชุมชน ซึ่งนำไปสู่ การดำเนินการแบบยั่งยืน การพัฒนารูปแบบการพัฒนาองค์กรชุมชนแบบยั่งยืน พบว่า การพัฒนาองค์กรชุมชนแบบยั่งยืนที่เหมาะสมกับบริบทขององค์กรชุมชนวัดป่ายาง มีการประยุกต์ใช้กระบวนการเรียนรู้แบบมีส่วนร่วมกับหลักธรรมิกสังคมในการดำเนินงานทุกขั้นตอน เพื่อขับเคลื่อนพลังกลุ่มให้เกิดความยั่งยืน ซึ่งหลักดังกล่าวประกอบด้วย 3 ประเด็น คือ (1) การถือประโยชน์ร่วมกัน (2) การควบคุมตนเองและเอื้อเฟื้อเผื่อแผ่กัน และ (3) มีความเคารพนับถือและเมตตากรุณาต่อกัน รูปแบบการพัฒนาองค์กรชุมชนแบบยั่งยืนที่ประสบความสำเร็จ พบว่า การพัฒนาชุมชนอย่างสอดคล้อง และกลมกลืนกับวิถีชุมชน เป็นการดำเนินการที่สะท้อนให้เห็นรูปธรรมการพัฒนา เป็นไปตามแนวคิดการพัฒนาแบบยั่งยืนตามแนวทางพระพุทธศาสนา

Sustainable Community Development Model

This research aims to study the best practice - model of the community succeeded in developing sustainability, to develop the model of sustainable community development, and to access the effectiveness of the model by replicating it in administration of the community organizations in the southern part of Thailand. The participants of the study were community leaders of Tham Peng community in Phanom district and Khlong Noi community, Mueang district, Surat Thani Province, board committees of the social organizations, members of community organizations, and people involved in the communities founding. The research area was Wat Payang village, Mueang district, Nakhon Si Thammarat Province.

The research found that the best practice-model of the sustainable community development began and developed throughout the social processes of people in learning and participating during the community founded. Moreover, the research found that the model is applicable for Wat Payang community. Wat Payang community applied the participation learning processes of Dhammic Socialism in empowering the sustainability of the community. The components bringing community become sustainable were (1) sharing benefits among the community, (2) controlling one - self and benevolence, and (3) respect and help each other. In addition, the research found that the best practice-model of the sustainable community development harmonized with the ways of life of the community. In other words, the model well illustrated the development model of Buddhism that also focused on the sustainability of a community.
