ตัวบ่งชี้โรงเรียนคุณภาพในชุมชน: แนวคิดใหม่สำหรับการประเมินคุณภาพการศึกษา

Abstract

บทความนี้มีวัตถุประสงค์เพื่อนําเสนอผลการวิจัยองค์ประกอบตัวบ่งชี้คุณภาพการศึกษาของโรงเรียน คุณภาพในชุมชน โดยสังเคราะห์และนําเสนอกรอบความคิดของตัวบ่งชี้ ตามทฤษฎีระบบ คือ (1) ด้านปัจจัย ประกอบด้วยการกําหนดปรัชญา วิสัยทัศน์ พันธกิจ ยุทธศาสตร์ จุดเน้น และจุดเด่นของสถานศึกษา และ ชุมชนแห่งการเรียนรู้ (2) ด้านกระบวนการ ประกอบด้วยการบริหารจัดการด้วยระบบองค์กรคุณภาพ และ การ เรียนการสอนสู่มาตรฐานสากล และ (3) ด้านผลผลิต ประกอบด้วย ผลสัมฤทธิ์ทางการเรียน บุคคลแห่งการ เรียนรู้ และโรงเรียนดีชุมชนมีคุณภาพ แล้วหาตัวบ่งชี้ขององค์ประกอบย่อย เพื่อให้ได้ตัวบ่งชี้โรงเรียนคุณภาพ ในชุมชน ผลการวิจัยในส่วนที่เกี่ยวข้องกับชุมชนพบว่า ตัวบ่งชี้ด้านชุมชนแห่งการเรียนรู้ เป็นตัวบ่งชี้คุณภาพ การศึกษาของโรงเรียนคุณภาพในชุมชน ประกอบด้วย 7 ตัวบ่งชี้ คือ (1) การร่วมมือกับชุมชนจัดให้มีแหล่ง เรียนรู้ (2) การให้บริการห้องสมุดคอมพิวเตอร์แก่บุคคลในชุมชน (3) การพัฒนาองค์ความรู้ที่เป็นเอกลักษณ์ ของชุมชน (4) การทําบันทึกข้อตกลงความเข้าใจกับองค์กรในชุมชน (5) บุคลากรในสถานศึกษาและผู้ปกครอง ในชุมชนเป็นแบบอย่างที่ดีแก่ผู้เรียน (6) ใช้แหล่งเรียนรู้ชุมชนเพื่อการพัฒนาผู้เรียนอย่างต่อเนื่อง และ (7) ระดมทรัพยากรเพื่อนํามาใช้พัฒนาการจัดการศึกษา

The Schools' Quality Indicators in the Communities: The New Key Concepts for Educational Quality Assessment

The objective of this article was to present the research results of the educational quality indicators of quality schools in the communities. The framework of the indicators were synthesized and presented into three main factors according to the system theory. The first one was the input dimension including philosophy, vision, mission, the focus and strength of schools, and also learning community. The second one was the process dimension consisting of managements, teaching and learning. The final one was the output dimension consisting of the effectiveness in learning, individual learning and the quality of the schools. Then the elements of the main indicators were identified in order to get the indicators for quality schools in community. The findings concerning the community revealed that the indicators of learning community were the indicators of the school quality in the community. These main indicators consisted of 7 indicators including (1) the cooperation with the community to provide learning resources, (2) the service of computerized library for the community, (3) the knowledge development was community’s identity, (4) making MOU with the organizations in the community, (5) the personnel in the educational institutions and the parents should be the good idols for the learners (6) using learning resources in the community to develop the learners continuously and (7) mobilizing the resources to improve the educational management.
