การประเมินศูนย์พัฒนาเด็กเล็กขององค์การบริหารส่วนตำบล คลองอู่ตะเภา อำเภอหาดใหญ่ จังหวัดสงขลา

Abstract

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อประเมินศูนย์พัฒนาเด็กเล็กขององค์การบริหารส่วนตำบล (อบต.)คลองอู่ตะเภา เพื่อปรับปรุงกระบวนการทำงานของศูนย์พัฒนาเด็กเล็กของอบต.คลองอู่ตะเภา กลุ่มตัวอย่างที่ใช้ในการศึกษามีจำนวน 44 คน จากประชากร 3 กลุ่ม คือ (1) กลุ่มคณะผู้บริหารและพนักงานอบต.

คลองอู่ตะเภา (2) กลุ่มคณะกรรมการศูนย์พัฒนาเด็กเล็ก และ (3) กลุ่มผู้ปกครองเด็ก ใช้แบบตรวจรายการ ตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็ก 6 ด้าน 45 ตัวชี้วัด ในการประชุมกลุ่มระดมสมอง เป็นเวทีแลกเปลี่ยน ร่วมคิด ร่วมทำ และร่วมแสดงความคิดเห็น เพื่อวิเคราะห์ปัญหาและอุปสรรคที่ได้ดำเนินการในปีที่ผ่านมาและปีปัจจุบัน

ผลการศึกษาพบว่า การดำเนินงานศูนย์พัฒนาเด็กเล็กของ อบต.คลองอู่ตะเภา 6 ด้าน ได้แก่ ด้านการบริหารจัดการ ด้านบุคลากร ด้านอาคารสถานที่ ด้านการมีส่วนร่วมของชุมชน ด้านคณะกรรมการบริหารศูนย์ และด้านการบริหารวิชาการ ผลการประเมินอยู่ในระดับดี ผ่านเกณฑ์ 41 ตัวชี้วัด และไม่ผ่านเกณฑ์ 4 ตัวชี้วัด เนื่องจากไม่มีการดำเนินการ คิดเป็นร้อยละ 91

การประเมินศูนย์พัฒนาเด็กเล็ก ที่ไม่ผ่าน 4 ตัวชี้วัด สามารถพัฒนาได้ดังนี้ (1) จัดให้มีของเล่นและสื่อพัฒนาเด็กเล็กทั้งในที่ร่มและกลางแจ้ง โดยใช้งบประมาณของ อบต.คลองอู่ตะเภา (2) จัดทำแผ่นพับรายเดือน แจ้งข่าวสารเกี่ยวกับการดำเนินงานของศูนย์ให้ผู้ปกครองทราบ (3) ประกาศข่าวการจัดกิจกรรมต่างๆ ประชาสัมพันธ์ให้ผู้ปกครองและคนในชุมชนทราบทางหอกระจายข่าว และ (4) มีการประชุมคณะกรรมการบริหารศูนย์พัฒนาเด็กเล็กทุกเดือน และยังได้พบว่าสาเหตุที่มีเด็กเข้ามาเรียนน้อย สามารถปรับปรุงการทำงานได้ดังนี้ (1) สำรวจเด็กที่อยู่ในข่ายเข้าเรียนในเขต อบต.คลองอู่ตะเภา ทุกปี และ (2) มีหนังสือเรียนเชิญให้ผู้ปกครองกลุ่มเป้าหมายส่งบุตรหลานเข้ามาเรียนที่ศูนย์พัฒนาเด็กเล็ก

The assessment of Child Development Center of U-Tapao Sub-district Administrative Organization, Hat Yai, Songkhla Province

 This research aimed to evaluate Child Development Center (CDC) of U-Tapao Sub-district Administrative Organization (USAO) to improve its operational process. A sample of 44 individuals was selected from 3 groups of population: the USAO staff, the CDC staff, and child’s parents. The CDC working checklist form based on the set standard on CDC performance in 6 areas or 45 indicators was used as the instrument. Through collaborative brainstorming and exchanging ideas among the respondents to analyze problems and obstacles encountered by the staff in the past year and current year, the study discovered the followings. Among the 6 areas: management, personnel, buildings, community cooperation, CDC board, and academic administration, the CDC achieved 41 indicators covering 91% of the total indicators. It was rated as good. The assessment of CDC failed to achieve the four indicators. However, it could be developed through four different ways. First, the USAO should provide both indoor and outdoor toys and materials for child development. Second, the USAO should inform their parents regarding activities organized  by the organization in the form of pamphlets. Third, the USAO should announce the ongoing activities to the local community via its broadcast transmitting room. Fourth, the USAO should organize a monthly meeting to increase more number of students. This could be done through having a survey on the number of eligible children who have not showed up. Subsequently, a letter should be sent to their parents to urge them sending the children to the CDC.
