สวัสดิการสังคมของผู้สูงอายุในประเทศไทย

Abstract

บทความนี้มีวัตถุประสงค์เพื่ออธิบายความหมาย ความเป็นมาและรูปแบบการจัดสวัสดิการสังคมของผู้สูงอายุในประเทศไทย ความหมายของ “สวัสดิการสังคม” จากหลากหลายมุมมองพอสรุปได้ว่า เป็นระบบการบริการทางสังคม ซึ่งเกี่ยวกับการป้องกัน การแก้ไขปัญหา การพัฒนาและการส่งเสริมความมั่นคงทางสังคม เพื่อตอบสนองความจำเป็นขั้นพื้นฐานของประชาชน ให้มีคุณภาพชีวิตที่ดี และพึ่งตนเองได้ทั่วถึง เป็นธรรม และให้เป็นไปตามมาตรฐาน ทั้งทางด้านการศึกษา สุขภาพอนามัย ที่อยู่อาศัย การทำงานและการมีรายได้ นันทนาการ กระบวนการยุติธรรม และบริการทางสังคมทั่วไป โดยคำนึงถึงศักดิ์ศรีความเป็นมนุษย์ สิทธิที่ประชาชนจะต้องได้รับ และมีส่วนร่วมในการจัดสวัสดิการสังคมทุกระดับ ซึ่งการจัดสวัสดิการสังคมของไทยเริ่มต้นจากระบบการช่วยเหลือเกื้อกูลกันอย่างไม่เป็นทางการของครอบครัว เครือญาติและชุมชน ต่อมามีการเปลี่ยนแปลงทั้งทางเศรษฐกิจ สังคม และการเมือง ทำให้การจัดสวัสดิการสังคมมีการปรับเปลี่ยนทิศทางไปสู่สวัสดิการแบบบูรณาการและเป็นสังคมสวัสดิการ ปัจจุบันประเทศไทยมีรูปแบบการจัดสวัสดิการสังคมสำหรับผู้สูงอายุ 4 รูปแบบ คือ การประกันสังคม การช่วยเหลือสาธารณะ การบริการสังคม และการช่วยเหลือเกื้อกูลของภาคประชาชน นอกจากนี้จากการศึกษาพบว่า การจัดสวัสดิการสังคมผู้สูงอายุไทยยังมีปัญหาและอุปสรรคหลายประการ เช่น 1) ขาดการบูรณาการและขาดความต่อเนื่อง ซึ่งหมายถึง การดำเนินงานด้านสวัสดิการผู้สูงอายุแยกส่วนระหว่างงานด้านสุขภาพกับงานด้านสังคม กระจายความรับผิดชอบตามหน่วยงานต่าง ๆ ของภาครัฐ 2) ขาดการนำนโยบายสู่การปฏิบัติอย่างแท้จริง 3) ความไม่พร้อมของงบประมาณและการขาดแคลนบุคลากรที่มีความรู้ความสามารถในด้านผู้สูงอายุโดยตรง และ 4) สวัสดิการสังคมที่รัฐจัดให้กับผู้สูงอายุยังไม่เพียงพอกับความต้องการของผู้สูงอายุ ไม่สามารถตอบสนองปัญหาได้อย่างแท้จริงและไม่ครอบคลุมผู้สูงอายุได้ทั้งหมด แต่ประเด็นที่สำคัญคือ บุตรหลานหรือคนในครอบครัวขาดความตระหนักถึงความสำคัญของผู้สูงอายุ สรุปได้ว่า การจัดสวัสดิการสังคมสำหรับผู้สูงอายุจะต้องมีการบูรณาการจากหลายภาคส่วนทั้งภาครัฐ ภาคเอกชน และภาคประชาชน เพื่อรองรับจำนวนผู้สูงอายุที่มีจำนวนเพิ่มมากขึ้นเรื่อย ๆ ทั้งนี้เพื่อมุ่งเน้นให้ผู้สูงอายุมีคุณภาพชีวิตที่ดีและเป็นผู้มีคุณค่าต่อสังคมและประเทศชาติ

Social Welfare for Aging People in Thailand

This article was aimed at the meaning, background and the model to organize social welfare of aging people in Thailand. The meaning “Social Welfare” in several aspects can be concluded that the system of social service about the defending, solving problem, developing and encouraging social stability in order to respond foundation necessity of people. Helping them to have good quality of life and to be rely on themselves thoroughly. It’ll be fair and standardized about education, healthiness, residence, work, income, recreation, justice process and general social services. Being done by considering dignity and humanity of the rights they must receive. And they can participate in every kind of social welfare in every level. Social welfare organization in Thailand is initiated from assistance system informally inside their families, relatives and communities. Later, the changing of economics, social and politics cause direction of giving service into integration welfare and to be social welfare. Nowadays, there are four forms of social welfare for the aging people in Thailand: social security, public assistance, social service and the assistance of people sector. In addition, the findings from the study are that social welfare organization for Thai aging people encounters a lot of problems and obstacles such as 1) lack of integration continually which means that there is separation between health and social work spreading responsibilities in many sectors. 2) lack of implementing appropriate policy. 3) Insufficiency of budget and lack of personnel in charging of aging people. And 4) social welfare organized by government is not enough for aging people’s need and cannot respond all the problem of aging people. But the main issue is that their descendants and people in their families don’t have enough awareness for them. In conclusion, we can say that social welfare organization for aging people must have the integration from several sectors : public sector, private sector and people sector in order to support the increased continually of aging people to have the good quality of life and to be valuable persons of the social and nation as well.
