การเตรียมความพร้อมขององค์กรปกครองส่วนท้องถิ่นเพื่อรองรับประชาคมเศรษฐกิจอาเซียนกรณีศึกษา : องค์กรปกครองส่วนท้องถิ่นในอำเภอสะเดาจังหวัดสงขลา

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา แนวทางการเตรียมความพร้อมขององค์กรปกครองส่วนท้องถิ่นเพื่อรองรับนโยบายเปิดประชาคมเขตเศรษฐกิจอาเซียน (ASEAN Economic Community – AEC) ของผู้ที่เกี่ยวข้องในการบริหารและขับเคลื่อนนโยบายขององค์กรปกครองส่วนท้องถิ่นในอำเภอสะเดา จังหวัดสงขลา จำนวน 60 คน ใช้วิธีการเสวนาเพื่อกำหนดอนาคตร่วมกันในการเตรียมความพร้อมเพื่อรองรับนโยบายเปิดประชาคมเขตเศรษฐกิจอาเซียนกรณีศึกษา : องค์กรปกครองส่วนท้องถิ่นในอำเภอสะเดา จังหวัดสงขลา โดยกระบวนการสานเสวนาเพื่อร่วมกำหนดอนาคต วิเคราะห์ข้อมูลโดยการแจกแจงเนื้อหาที่ได้ศึกษา และสรุปประเด็นจากเวทีสานเสวนา

จากการศึกษาพบว่า แนวทางการเตรียมความพร้อมขององค์กรปกครองส่วนท้องถิ่นเพื่อรองรับนโยบายเปิดประชาคมเขตเศรษฐกิจอาเซียน สามารถสรุปประเด็นจากเวทีสานเสวนาในด้านต่าง ๆ ดังนี้ 1) ด้านเศรษฐกิจควรส่งเสริมให้ประชาชนลดต้นทุนการผลิตและเพิ่มผลผลิตทางด้านการเกษตร การบริการด้านการท่องเที่ยว รวมถึงการพัฒนาแหล่งท่องเที่ยวที่มีอยู่ให้ได้มาตรฐานสากล 2) ด้านสังคมควรมีการป้องกันและแก้ไขปัญหาที่เกิดจากยาเสพติด การป้องกันภัยพิบัติทางธรรมชาติ การพัฒนาชีวิตความเป็นอยู่ของประชาชน 3) ด้านการศึกษา ควรเน้นภาษาที่ใช้สื่อสารและการทำงาน เช่น ภาษาอังกฤษ มาลายู เป็นต้น พัฒนาทักษะด้านเทคโนโลยีและการสื่อสารในการรับมือกับประชาคมอาเซียน 4) ด้านวัฒนธรรม พัฒนาความร่วมมือ เผยแพร่ แลกเปลี่ยน และเชื่อมโยงด้านศาสนา ศิลปะ วัฒนธรรม ที่สอดคล้องกับนโยบายและยุทธศาสตร์ของการพัฒนาความร่วมมือและความสัมพันธ์กับประเทศเพื่อนบ้านในกลุ่มอาเซียน 5) ด้านสาธารณสุข ควรให้ความสำคัญกับการเข้าถึงการดูแลสุขภาพของคนในท้องถิ่น การป้องกันและควบคุมการให้ความรู้โรคติดต่อที่อาจเกิดขึ้น 6) ด้านทัศนคติ ต้องมีการปรับทัศนคติในการทำงานของข้าราชการส่วนท้องถิ่น ต้องมีความเป็นมืออาชีพ และความเป็นนานาชาติ และ 7) ด้านองค์กรการบริหารจัดการ ต้องมีระบบกลไกและการเตรียมความพร้อม มีระบบเทคโนโลยีสารสนเทศและการสื่อสาร รวมทั้งมีระบบการบริหารจัดการธรรมาภิบาลที่ดี 

Preparedness of Local Administrative Organization to Support AEC: Case Study of Local Administrative Organization in Sadao District, Songkhla Province

This research was aimed to study approaches of gaining readiness to support ASEAN Economic Community (AEC) policy of sixty local administrative personnel in Sadao, Thailand and the urge towards actualization of their office policy. The data were obtained through dialogues which acted as a platform of sharing and exchanging ideas such as setting future goals, analyzing and summarizing the information obtained in the study.

Results from the data gained through such dialogues can be summarized in the following seven categories. First, in terms of economy, farmers should be encouraged to reduce productive cost but increased agricultural products, tour services should be promoted which included development of available local tourist attractions up to international standard. In terms of social aspect, there should be a system of preventing and solving drug problems, preventing natural disasters, as well as promoting life quality of the community. With regards to education, working languages such as English, Malay etc. should be emphasized while individual skills in technology and communication are also enhanced in order to cope with ASEAN community. The cultural aspect entails the development on collaboration, dissemination of information, exchanging ideas and linking religion, art and culture to be in line with the policy and strategy of collaboration and relations in religions, art and culture with other ASEAN neighboring countries. In the aspect of public health, access to community well-being should be emphasized as well as having a system to prevent and control infectious diseases. With regards to working attitude, the local government officials should change their work attitudes to be more positive, be professional and possess global characteristics. Last, in the aspect of management administrative organization, the management should ensure the availability of system and mechanism of preparedness, information technology and communication system including good governance management administration.
