Political Role of Government General Surayud Chulanont After the Coup, 2006 – 2008 to Political Change

Abstract

This research aimed to study the political role of General Surayud Chulanont's government after the coup, 2006 - 2008 and to study the political change of the Surayud’s government after the coup, 2006 - 2008. It is a qualitative research using research papers and interviews as a tool based on interviews from a group of 18 political scholars, who were experienced and in the post-coup period. 2006 - 2008 related to the role of the establishment, namely, (1) legislation, (2) control of the government administration, and non-sanctuary roles, namely, (1) public education and knowledge, (2) duties of representing members of the National Institute of Law, (3) listening to public opinion, (4) the duty of being the center of expression, (5) dissemination of democratic knowledge, and (6) a good example of behavior. The research results showed that: 1. The political role of General Surayud Chulanont's government after a coup, 2006 – 2008 were 1) the political role in the National Legislative Assembly found that 1.1) the legislation were (1) creating a permanent constitution of the Kingdom of Thailand that the people has participated in the process at all level, (2) improving the law on civil service regulations, (3) announcement of moral and ethical standards for government officials, employees and government employees, (4) Referendum Act 2007, (5) the Act on the Conflict of Personal Interest of Person Holding Political Positions of Government Officials, and (6) allowing the public to daft a law; 1.2) the political role in controlling the public administration were (1) the public administration relied on former government officials who have been appointed as ministers; 2) the political role out of the National Legislative Assembly were (1) creating an understanding and cultivating of democracy consciousness (2) developing the politics and government in democracy (3) public relations election and recall politician, and (4) establishing a draft of constitution of the Kingdom of Thailand and opened the forum of public consultation. 2. General Surayud Chulanont's government had two important roles in political change, which were 1) agricultural development in line with the sufficiency economy for smallholder to support the local economy, 2) creating the Act of the Constitution of the Kingdom of Thailand for 2007 in 3 important articles: the dissolution of political parties (article 237), controlling of the actions of the Cabinet by Parliament (article 190) And the defense of politicians having a conflict of interest (article 269) and of the Act on the Conflict of Personal Interest of Person Holding Political Positions of Government Officials and massive use of government officials and government officers in the 3 southern provinces to maintain peace from the southern border provinces.
