Abstract

Creating a competitive advantage is essential for executive to focus on business operations. Since, at the present, the business is highly competitive in offering products and services in new ways with the changing external environment. Therefore, executives have to design strategies and guidelines for creating a competitive advantage of the organizations which are knowledge from learning continuously and systematically. These learning characteristics, the organizations have to develop themselves to become a surviving, learning organization leading to sustainable development. The results of becoming a learning organization would give the organization sustainable efficiency and effectiveness. The development of human resources into a learning organization is due to members of the organization are learning all the time, sharing knowledge arising from trial and error, transferring knowledge to other members of the organization to achieve ongoing results and bringing the experience and expertise to create value for product and services with creativity. This article aims to giving a review of the learning theory, learning organization concept, and then proposing a guideline for human resources development towards a learning organization.
