This research Objectives: (1) to study the curriculum administration and learning management (2) to study the student quality (3) to study the curriculum administration and learning management affecting the student quality with special needs (4) the guidelines the curriculum administration and learning management affecting the student quality with special needs. The sample were 136 teachers and 5 directors. The research instrument ware Interview and questionnaire. The questionnaire ware IOC = 01.00 and a -Coefficient = 0.91 and 0.82. The statistics used for analyzing data were: percentage, mean, standard deviation, Pearson's product moment correlation coefficient and stepwise multiple regression. Qualitative data analysis by content analysis. Research areas include special education center network 3.
The results of the study were as follows: (1) the curriculum administration and learning management as an overall and for each aspect was at a high level, (2) the student quality as an overall and for each aspect was at a high level, (3) the curriculum administration and learning management in the use and development of media (x4) and assessment of student development (x5) affecting the student quality with special needs at 50 percentage statistical significance at the level of .01 (4) Curriculum administration and learning management guidelines for the learning quality of students with special needs include building teachers' capabilities in curriculum administration and can be applied together with promoting participation in curriculum administration and learning management to develop student learning qualities.
