Abstract
This research article is to analyze the research and development of policies for the development of teachers and educational personnel. The analysis and synthesis are based on the literature review. The results are presented in a descriptive manner. The research results show that the problems in teaching management at the basic education level and the problems in the development of teachers and educational personnel. The results of the study on learners show that learners have received more academic development, but their academic achievements are low and lack the desired characteristics, analytical thinking, problem-solving, and creativity. On teachers and educational personnel, it is found that most teachers did not graduate with a major in the group of subjects they teach. They have increased workloads, lack knowledge and understanding of the curriculum and teaching management, lack supervision, lack of specialized educational supervisors, and have a crisis of teacher shortages at all levels and in all learning groups. This is partly due to government manpower control measures and the inability to motivate those with knowledge and ability to become teachers. On teaching management, it was found that the curriculum has been changed to the 2008 Basic Education Core Curriculum, the Sufficiency Economy Philosophy has been integrated, and there has been training for administrators and teachers. The results of the synthesis of issues and problems in the development of policy proposals for teacher and educational personnel development are as follows: Educational personnel found that the causes of problems in the development of teachers and educational personnel can be summarized into 7 issues.
