The Strategic Management of the Universal Health Coverage (30 Baht Healthcare Scheme)

Abstract
The "30 Baht" project, which ensures comprehensive health insurance coverage for all in Thailand, aims to provide essential healthcare access to the population as a basic legal right. It focuses on promoting good health and self-reliance in healthcare. Initiated in the year 2001 by Prime Minister Thaksin Shinawatra's government, the project expanded nationwide in 2002. It was renamed the Universal Coverage Scheme in 2007 and restored its original name, the "30 Baht" project, in 2012. This public policy has been successful and utilized by politicians during elections. Over time, there have been adjustments and strategic developments to enhance its effectiveness. This article analyzes the strategic management of the Universal Coverage Scheme, dividing it into Situation Analysis, Strategy Formulation, Strategy Implementation, and Evaluation and Control. The strategic management of the project is supported by the constitution, aiming for equal healthcare access, cost reduction, and reducing disparities in healthcare services. The project emphasizes public participation in management and receiving quality healthcare services. Overall, the strategic management of this project has effectively promoted equal access to healthcare services and improved the quality of life for the Thai population.
