Abstract

The academic article aimed to study the relationship between administrative law and the implementation of public policy by local administrative organizations.The implementation of public service policies by the state necessitates the continuous use of laws as instruments and mechanisms for administration. This is because the governance of the state must adhere to rules, regulations, and principles of lawful conduct. Administrative law serves as this essential instrument and mechanism, creating a profound interrelationship between administrative law and the execution of public service policies. Administrative law functions as a mechanism for translating public policy into practice by the state, assisting in controlling the exercise of state power, and acting as a tool for monitoring state power
to ensure the balance between public and private interests. However, these mechanisms and tools must be robust, effective, and efficient. They should be transparent and subject to scrutiny. Organizations must exhibit unity, avoid redundancy, and remain free from internal and external interference. The system for controlling and monitoring the use of power must be appropriate to the activities conducted by administrative bodies, thereby achieving a balance in the necessity of state power usage. The existence of administrative law to control and monitor the exercise of state power guarantees that such power is exercised under the rule of law and principles of justice, protecting the rights and freedoms of the people, and providing genuine remedies to those affected by administrative power.
