Human Resource Development for Effectiveness in The Practice of Public Procurement Conducted by Material & Supply Officials’ Royal Irrigation Department

Abstract
The research article objectives were to study 1) Trait of material and supply officials working for the royal irrigation department, 2) factors that influence human resource development aimed at achieving effectiveness of public procurement practice conducted by material and supply officials. In the royal irrigation department. Population sample included 600 immediate supervisors and procurement officials working for 33 individual units within the Department. The sample size of 400 people use questionnaire was conducted using accidental sampling. the alpha lain was 0.893.
The outcome of the research revealed that the overall scores on human resource development of the respondents, were high (Mean = 4.13) on a given rating scale. The factors ranking, in descending order of significance, were career development, training, education, and development of learning organization. The study of effectiveness of public procurement performed by officials, overall, were highest (Mean = 4.30). The ranking of factors that influence effectiveness of government procurement conducted by officials were, in descending order of significance; adaptation, goal attainment, work integration and loyalty to the organization.
