Development of cooperative strategies of local administration organizations for the provision of vocational education

Abstract

     The objectives of this research were: 1) to study states and problems 2) to study cooperative factors, and 3) to determine cooperative strategies for the provision of vocational education. This research was divided into three phases. The first phase studied the states and problems of education provision for all 7 vocational colleges. The data were collected from 845 students and 132 teachers using a questionnaire. The statistics used in this phase were the mean and standard deviation. The second phase studied the cooperative factors of vocational education provision using the opinions of two groups of executives derived from simple random sampling comprising 276 government sector executives and 370 private sector executives. A questionnaire was used to collect the data. Data analysis employed an independent sample t-test and factor analysis. In the third phase, the cooperative strategies in vocational education provision were determined from focus group discussion with 37 purposively selected experts while the qualitative data were analyzed using content analysis. The research findings revealed that the overall education provision states and problems of local administrative organizations were at the high level and medium level, respectively. The factors could be classified into 4 aspects: 1) cooperation between vocational college and external organizations, 2) cooperation between municipalities, private sectors, and other local administration colleges, 3) competence of the college administrator, and 4) enhancement of the education provision policy. The cooperative strategies from the focus group discussion identified 5 cooperative strategies appropriate to the vocational colleges in the municipalities: 1) professional development of teachers and education personnel, 2) curriculum development of vocational education, 3) quality assurance system development, 4) student affair development, and 5) dual system development. Such cooperative strategies would produce successful vocational education management of vocational colleges in the future.
