Administrative Competency Requirements for the Provincial Head of the Four Main Ministries.

This study was designed to determine and compare the essential level of the administrative competency requirements for the head of provincial offices as perceived by the heads and their assistants of the four main ministries : Ministry of Interior, Ministry of Education, Ministry of Public Health, and Ministry of Agriculture and Cooperatives. The subjects were classified by working experience, education level, years of holding certain position and ministry. A questionnaire was used to collect data from 472 heads and their assistants form the four main ministries. The statistical techniques employed to analyze the data were means, standard deviation, t-test, analysis of variance, and Scheffe test. The major findings were as follow : 1) all administrative competencies as planning, organizing, staffing, directing, coordinating, reporting, and budgeting were indicated very essential for the provincial head ; 2) working experience, level of education and years of holding certain position of the subjects showed no significant association with the rating to the administrative competencies except in some roles ; 3) the subjects of the Ministry of Interior and Ministry of Education rated the level of essential significantly higher than those in the Ministry of Public Health and Ministry of Agriculture and Cooperatives. The results of the study suggested the most of the studied competency tasks be used as the guidelines for improving the administrative capability of the head of the provincial offices and also for developing the training course for the four main ministries in preparing their provincial heads.
