Evaluating Manpower Utllization in Rural Development (Poverty Area)

Abstract

The objectives of this study were to evaluate rural manpower utilization under the National Committee of Rural Development Projects (NCRD) in the aspects of : 1) How suitable of manpower utilization in terms of quantitative, qualitative and distribution?. 2) What were critical problems in manpower utilization? 3) Methods of efficiency use of manpower utilization. Population of this study were the officials in 4 ministries at provincial level. The data were collected from 631 officials including the information that gathered by interviewing the 41 provincial officials and 48 central administrators. The result of this study were as following (1) NCRD projects offered for the benefits of cooperation and spirit of working for rural people. (2) There were some shortage of manpower for community development workers in Tambol level. And Fishery officials in District level, etc. (3) Mostly of organizations has a sound distribution of manpower to provincial level. (4) The officials’ quality especially for educational attainment were mostly improved. (5) The critical problems in manpower utilization were : (5.1) Shortage of manpower, therefore they worked overtime frequently (5.2) Some obstracles came from low allowance, lately of material allocated and so on.
