Tambon Committee’s Effectiveness
Abstract
This research, a part of the report on the evaluation of the 1984 Rural Employment Generation Project (REGP), aimed at studying the Tambon Comittee’s effectiveness of REGP pertaining to policies, rules and regulations. Population were those who manipulated in the REGP in the Northeast Region of Thailand. Samples of 615 were purpossive and randomly selected with 4 levels; Changwat, Amphur, Tambon and local residents respectively. Interview and observation along with document review were employed as collecting data techniques. Data were analyzed both in qualitative and quantitative. The results were found as follows:- An analysis of the Tambon Committee’s effectiveness disclosed that the roles of this committee in managing, controlling and implementing the project were found satisfactory based on its delegation of duties and responsibility, administration systems and follow-up actions. Complaint hearings from local residents, project engineers and field inspectors to include mechanical manuals, reports of problems and progresses were also carried out by the comittee in high gear and is accordance with the principle. As for the roles of planning and decision-making, it was found that some portions of the planning, although being set-up systematically, did not follow all steps of the sound planning. This may be due to the lack of autonomy in the choice of project selection which was limited by fixing typed of project to be selected as well as the prohibition to follow procedures of the office of the Prime Minister relative to REGP. In addition, the Tambon Committee must consider and follow through with an order of priorities being set by the Changwat level. With regard to the maintenance, it was unclear to the Tambon Comittee pertaining to its perception. The majority of the Tambon Comittee agrees that maintenance should be performed by the local residents and the Tambon Comittee.
