An Analysis of the Governmental Rules and Regulation Which Obstruct Manpower Development

Abstract

The major objectives of this research are to study the scope of providing and administering manpower development in Thai bureaucracy and to find out the barriers to in-house manpower development that were raised by the rigidity of governmental rules and regulation in order to be one of the guideposts for improving the administration of internal manpower development according to the Fifth National Economic and Social Development Plan. The study and analysis of governmental rules and regulations are made in terms of descriptive analysis. The results of this survey are found that the most frequently offered manpower development services that were available to all levels of civil servants were made in term of training programs. TO assue organizational climate and personnel system conducive to internal development were absolutely neglected. Moreover, government rules and regulations can be said that they were the significant barrier to internal manpower development and should be removed in order to conducive to development.
