Inheritance and Protection of Traditional Production Techniques of Non-Heritages--The Case of Jilin City, China

This paper aims to clarify the challenges faced by the intangible cultural heritage of traditional handicrafts in Jilin City. The objective is to provide constructive suggestions for the governmental cultural department to formulate practical regulations for protecting intangible cultural heritage. Additionally, the paper seeks solutions to the difficulties encountered by heritage inheritors and provides recommendations for the inheritance and preservation of traditional handicraft skills. Through field surveys, oral interviews, and literature reviews, textual data have been compiled. Using NVIVO qualitative research software and grounded theory methodology, the oral interview data were conceptualized and categorized. The identified issues related to traditional production skills of intangible cultural heritage in Jilin City are as follows: Firstly, legislation should be enacted for intangible heritage projects in Jilin City, relying on legal frameworks to provide protection and ensure the livelihoods of heritage inheritors engaged in intangible heritage production and management. This addresses issues such as significant funding gaps, inadequate and non-specialized equipment, and insufficient promotion of intangible heritage projects. Secondly, the instability in transmitting traditional production skills makes it challenging to find suitable apprentices or secure dedicated venues for transmission. Thirdly, heritage inheritors often have multiple identities, with the primary source of income coming from their main professions, while intangible heritage serves as a secondary occupation. Intangible heritage activities rely on surplus income from their main professions, making it difficult to sustain over the long term. Moreover, there is a low level of active involvement by heritage inheritors in the design of cultural and creative products. The locations where transmission takes place are often concealed, making it challenging to locate them. While the public generally exhibits enthusiasm and interest in intangible cultural heritage, there is a lack of specific knowledge about the details of these projects, resulting in enthusiasm without concrete understanding.
