บทคัดย่อ

วิจัยนี้มีวัตถุประสงค์เพื่อ เพื่อศึกษาบทบาทของภูมิปัญญาท้องถิ่นเพื่อพัฒนาชุมชนหลังจากสถานการณ์ภัยพิบัติ ของอำเภอแม่สาย จังหวัดเชียงรายเพื่อความพร้อมในการเข้าสู่ประชาคมอาเซียนโดยมีวิธีการศึกษาเชิงคุณภาพ จากการเก็บข้อมูลสัมภาษณ์เชิงลึกสัมภาษณ์เชิงลึกภูมิปัญญาจำนวนทั้งสิ้น 30 คน ผลจากการวิจัยพบว่า ภูมิปัญญามีบทบาทในการพัฒนาชุมชนหลังภัยพิบัติสามมิติคือ 1) มิติในฐานะผู้นำทางความคิดเพื่อให้ชุมชนตระหนักถึงปัญหาที่เกิดขึ้น 2) มิติในการสร้างแรงผลักเพื่อให้เกิดพฤติกรรมการแก้ปัญหา 3) มิติของการสร้างแนวทางการพัฒนาในรูปแบบองค์รวม รวมถึงพบแนวทางการเสริมสร้างศักยภาพของภูมิปัญญาเพื่อความพร้อมสู่ประชาคมอาเซียนคือ 1) การใช้ศักยภาพของภูมิปัญญาในการเพิ่มศักยภาพทางการแข่งขัน 2) การใช้ศักยภาพของภูมิปัญญาในการสร้างเครือข่ายเพื่อเสริมศักยภาพทางการแข่งขัน 3) การใช้ศักยภาพของภูมิปัญญาในการตรวจสอบโครงสร้างพื้นฐานและทุนของชุมชน

Abstract

          This research aims to study the role of local wisdom for community development after disasters in Mae Sai district, Chiang Rai Province in order to study its readiness to enter into the ASEAN Community.  A qualitative approach used to analyses the information collected from 30 local wisdom’s in-depth interviews. The results of the research revealed that local wisdom plays a vital role in developing the community as examined in three-dimension: 1) as a thought leader in order for the community to be aware of the problem. 2) motivating civil society aspect leading community to solve problem. 3) creating a holistic approach. The founding of the potential for wisdom for the ASEAN community development is to: 1) use the potential of local wisdom to enhance the community competitiveness; 2) use the potential of local wisdom to create a network in order to enhance the competitiveness; 3) utilizing the potential of local wisdom in examining the infrastructure and the community capital.
