Guidelines for the Development to Strengthen Security in a Specific Area Project: Case Studies of the Eastern and the Northern Region

Abstract

This research aims to study the problems and obstacles relating to the execution of the Development to Strengthen Security in a Specific Area Project (the DSA Project) in the eastern and the northern region, the factors that lead to success from the project’s execution in those specific areas, as well as proposing appropriate exemplars for the execution of the DSA Project. The study is dependent on information collected from administrators and officers who are involved with the DSA Project in the eastern and the northern area. The research methodology is Qualitative, based on interviews.

It has found that appropriate exemplars for the execution of the DSA Project are as follows: 1) In terms of personnel and work operations, the personnel should be encouraged to gain knowledge and understanding about the DSA Project through the use of a handbook of knowledge management; 2) In terms of related laws, rules and regulations, those who are involved with the DSA Project should have knowledge and understanding about the law; some are as should be promulgated as special areas for the sake of security; 3) In terms of planning, projects and budget, any work unit at a policy level should send the documentation specifying the outcomes of the operations of the DSA Project in its area to its cooperative units for the consideration and approval of the budget; 4) In terms of the mechanics of the management of work operations, each of the work units involved with the DSA Project should establish its specific internal, operational structure and publicize the information about national-level policies and plans that are related to the DSA Project for the general public to acknowledge; 5) In terms of the preparation of a database, the basic structure should be provided with technological equipment and technology should be applied for the execution of the DSA Project to create the highest benefit to people in the area.
