สภาพและปัญหาการดำนินงานประกันคุณภาพการศึกษาของสถาบันการศึกษาสังกัดกระทรวงกลาโหม

Abstract

งานวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาการดำเนินงานประกันคุณภาพการศึกษาของสถาบัน การศึกษาสังกัดกระทรวงกลาโหม จำแนกตามกลุ่มสถาบันการศึกษา จำนวน ๗ กลุ่ม และจัดทำข้อเสนอการพัฒนา งานประกันคุณภาพการศึกษาของสถาบันการศึกษาสังกัดกระทรวงกลาโหม กลุ่มตัวอย่างเป็นกำลังพลที่ปฏิบัติงาน อยู่ในสถาบันการศึกษา สังกัดกระทรวงกลาโหม จำนวน ๒๓ สถาบัน ได้มาโดยวิธีการสุ่มแบบแบ่งชั้น (Stratififfiied Random Sampling) จำนวน ๕๗๓ คน เกบ็ รวบรวมข้อมูล โดยการส่งแบบสอบถามไปให้กลุ่ม ตัวอย่างตอบผ่านทาง สายงานราชการและทางไปรษณีย์ ได้รับแบบสอบถามกลับคืน จำนวน ๕๔๑ ฉบับ คิดเป็นร้อยละ ๙๔.๔๒ วิเคราะห์ ข้อมูลโดยการคำนวณหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนแบบ ทางเดียว (One-Way ANOVA) ผลการวิจัยพบว่าสภาพการดำเนิน งานประกันคุณภาพการศึกษาของสถาบันการศึกษา สังกัดกระทรวงกลาโหม ภาพรวมอยู่ในระดับพอใช้ ส่วนปัญหาในการดำเนินงานประกันคุณภาพการศึกษาของสถาบัน การศึกษาสังกัดกระทรวงกลาโหม ภาพรวมอยู่ในระดับน้อย และสภาพการดำเนินงานประกันคุณภาพการศึกษาของ สถาบันการศึกษาสังกัดกระทรวงกลาโหม ทั้ง ๗ กลุ่ม มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ ๐.๐๑ รวมทั้งได้ข้อเสนอการพัฒนางานประกันคุณภาพการศึกษาของสถาบันการศึกษาสังกัดกระทรวงกลาโหมที่สำคัญ ดังนี้ ๑) ควรมีการจัดสรรอัตราและตำแหน่งสำหรับ บุคลากร/เจ้าหน้าที่ ที่ทำงานประกันคุณภาพการศึกษาใน โครงสร้างของสถาบัน ๒) ควรจัดสรรงบประมาณ วัสดุ อุปกรณ์ ที่สนับสนุนการดำเนินงานประกันคุณภาพการ ศึกษาอย่างเพียงพอ เหมาะสม สอดคล้องกับความ ต้องการจำเป็นของสถาบัน ๓) ควรเร่งพัฒนาระบบ สารสนเทศเพื่อสนับสนุนการประกันคุณภาพการศึกษา ๔) หน่วยงานตรวจสอบและประเมินคุณภาพการศึกษา ควรมีการจัดทำตัวบ่งชี้และเกณฑ์การประเมินที่เป็นไป แนวทางเดียวกัน ๕) สถาบันการศึกษาควรจัดระบบการ ติดตามการนำผลการประเมินมาปรับปรุงอย่างเป็นรูปธรรม และบรรจุไว้ในการดำเนินงานของสถาบัน พร้อมทั้ง ประชาสัมพันธ์ให้บุคลากรในสถาบันทราบอย่างทั่วถึง

The Situation and Problems in Quality Assurance Implementation of the Military Academies under Control of the Ministry of Defence

The objective of this research was to study about the situation and problems in quality assurance implementation of the military academies under control of the Ministry of Defence classififfiied into 7 military academic groups and the recommendations were done to improve quality assurance implementation of the Military Academic Institutes under control of the Ministry of Defence. The samples were 573 offiffiicers from 23 military academies under control of the Ministry of Defence through the method of stratififfiied random sampling. Involving data was collected by distributing questionnaires to sampling group by offiffiicial hierarchy and by mail. The total of 541 questionnaires were returned (94.42 %) and data analysis was done through various statistic method including percentage, means, standard deviation and one-way ANOVA. The results found that; the situation in quality assurance implementation of the military academies under control of the Ministry of Defence in the whole view was at a moderate level. Problems in quality assurance implementation of the military academies under control of the Ministry of Defence in the whole view were at a low level. There was statistical signififfiicant difference in quality assurance implementation of the military academies under control of the Ministry of Defence among 7 military academic groups at a 0.01. Level of Conffiidence Finally the important recommendations for improving quality assurance implementation of the military academies under control of the Ministry of Defence were; 1) The allocation of number and position for personnel working in quality assurance of the institute structure should be done to increase spirit and morale. 2) Suitable budget, materials and instrument should be managed to support quality assurance implementation according to the need of academies. 3) Military academies should improve information technology system inside their own units and National Defence Studies Institute should coordinate and manage the information technology system of quality assurance available to connect network among academies under control of Ministry of Defence. 4) Units of quality assurance investigation and assessment such as National Education Standards and Quality Assessment (Public Organization), National Defence Studies Institute and Education Department of each branch should set up key performance indicators and assessment criteria in the same way. 5) Military academies should set up monitoring and follow up system for concrete improving in academies working including widely advertise to every personnel.
