การปฏิบัติการสื่อสารร่วมในภารกิจการช่วยเหลือด้านมนุษยธรรม และบรรเทาสาธารณภัยเมื่อเข้าสู่ประชาคมอาเซียน

บทคัดย่อ

           การวิจัยเรื่องนี้มีวัตถุประสงค์สำคัญ เพื่อศึกษาข้อมูลในการเตรียมความพร้อมของกองทัพไทยในการรับมือกับภัยพิบัติที่อาจจะเกิดขึ้นในอนาคต โดยเน้นเฉพาะด้านการปฏิบัติการสื่อสารร่วมในภารกิจ การช่วยเหลือด้านมนุษยธรรมและบรรเทาสาธารณภัยในภูมิภาคอาเซียน เพื่อตอบสนองต่อสถานการณ์ ได้อย่างทันท่วงทีและมีประสิทธิภาพ ทั้งนี้ในปลายปี พ.ศ. ๒๕๕๘ ประเทศสมาชิกอาเซียนทั้ง ๑๐ ประเทศจะต้องปฏิบัติตามแผนการจัดตั้งประชาคมอาเซียน ภายใต้กรอบความร่วมมือของจัดตั้ง ๓ เสาหลัก ทำให้กองทัพไทยซึ่งเป็นหน่วยงานหลักด้านความมั่นคงของรัฐ จะต้องมีบทบาทสำคัญในการดำเนินงานเกี่ยวกับ การบริหารจัดการต่อภัยพิบัติต่างๆ ตามแผนการป้องกันและบรรเทาสาธารณภัยในกรอบของอาเซียน ทั้งนี้ ผู้วิจัยได้สัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ ด้านการปฏิบัติการสื่อสารร่วมในระดับนโยบายจำนวน ๔ ท่าน รวมทั้งใช้ข้อมูลทุติยภูมิ ได้แก่ ข้อมูลที่ได้จากเอกสารทางวิชาการ แนวคิดทฤษฎี และผลงานวิจัยที่เกี่ยวข้อง

ผลจากการศึกษาวิจัยพบว่า กองทัพไทยควรดำเนินนโยบายการบริหารในเชิงรุกมากขึ้น ในภารกิจการช่วยเหลือด้านมนุษยธรรมและบรรเทาสาธารณภัย ในกรอบความร่วมมืออาเซียน รวมทั้ง การปฏิรูปโครงสร้าง หรือองค์กรเพื่อแก้ไขตามบทบาทที่เปลี่ยนแปลงไป รวมถึงการปรับปรุงยุทโธปกรณ์ ด้านการสื่อสาร หลักนิยม ระเบียบปฏิบัติประจำ กลไกต่างๆ ที่เกี่ยวข้อง ทั้งนี้ต้องกำหนดความชัดเจนและทิศทางของการดำเนินงานเพื่อให้เหมาะสมกับบริบทที่เปลี่ยนแปลงไป และมีประสิทธิภาพมากยิ่งขึ้น ตลอดจนกำหนดนโยบายการพัฒนาขีดความสามารถของกำลังพลด้านทักษะการใช้ภาษาในการสื่อสาร รวมทั้ง องค์ความรู้ที่เกี่ยวข้องกับการปฏิบัติการสื่อสารร่วม การเชื่อมโยงข้อมูลเพื่อการทำงานร่วมกันกับมิตรประเทศให้ได้อย่างเป็นรูปธรรม

Abstract

              This research’s objective is to study the readiness of Royal Thai Armed Forces to cope with the disasters that might happen in the future with particular emphasis on communications operations in humanitarian assistance and disaster relief missions in the ASEAN region for responding to the situation quickly and effectively. In the end of 2015, Thailand will become a part of ASEAN Community which will enable to cooperate among the 10 member States under the framework of the established three pillars. Royal Thai Armed Forces which is the principal agency in the security of the state must be active in the operations on the management of the Disaster Prevention and Mitigation Plan in the framework of ASEAN. This is a qualitative research, utilizing in-depth interviews of 4 experts in policy level of joint communications operations. This research also utilizes the secondary data from previous academic researches, concepts and theories from related researches.               From this research, it was found that Royal Thai Armed Forces should play a more proactive role in policy making on humanitarian assistance and disaster relief missions in the ASEAN cooperation framework including structural reforms according to the changing roles and improvement communications equipment, doctrine and procedures of the involved mechanisms. Furthermore, direction of operations, policy development of personnel skills and languages need to be more clearly defined to engage with all ASEAN members effectively.
