ทัศนคติของผู้บริหารระดับสูงต่อบทบาทของทหารในทางการเมืองไทย A Study on Attitudes of Executives on the Roles of Military in Thais Politics

Abstract

             กองทัพหรือทหารมีบทบาทอย่างสูงในทางการเมืองของไทยนับตั้งแต่มีการเปลี่ยนแปลงการปกครองมาเป็นระบอบประชาธิปไตยเนื่องจากเป็นสถาบันที่มีความเข้มแข็ง อยู่คู่กับประเทศไทยมานาน เมื่อเปรียบเทียบกับพรรคการเมือง ดังนั้นเมื่อใดก็ตามที่รัฐบาลพลเรือนอ่อนแอ มีปัญหาฉ้อราษฏร์บังหลวง เกิดความขัดแย้งในสังคม หรือประเทศเกิดวิกฤต ทหารก็จะออกมาแสดงบทบาทหรือเข้าแทรกแซงทางการเมืองในรูปแบบต่างๆ เช่นการใช้อิทธิพลกดดันนโยบายของรัฐบาล   การข่มขู่ว่าจะใช้กำลัง   และขั้นสุดท้ายการยึดอำนาจ โดยการปฏิวัติ รัฐประหาร ผู้วิจัยทำการศึกษาความคิดเห็นของผู้บริหารระดับสูงทั้งฝ่ายทหาร พลเรือน และภาคเอกชนจำนวน 46 คน ในหลักสูตรของวิทยาลัยป้องกันราชอาณาจักรประจำปี 2554 ที่มีต่อบทบาททางการเมืองของทหารในปัจจุบัน โดยกลุ่มตัวอย่างมีความเห็นว่าทหารออกมาแสดงบทบาทเพื่อปกป้องสถาบันสูงสุดของประเทศ แต่ขณะเดียวกันบางส่วนยังมีความเห็นว่าทหารเข้ามาแทรกแซงทางการเมืองเพื่อปกป้องผลประโยชน์ของตนเองหรือไม่ต้องการให้รัฐบาลเข้ามาก้าวก่ายกิจการของกองทัพ แม้ว่าปัจจุบันกองทัพจะพยายามลดบทบาททางการเมืองไปทำหน้าที่เป็นกลไกอย่างหนึ่งของรัฐในการแก้ปัญหาของประเทศเช่นการบรรเทาภัยพิบัติและการพัฒนาประเทศ แต่หลายๆฝ่ายยังมีความเห็นว่ากองทัพเป็นสถาบันเดียวที่สามารถถ่วงดุลย์อำนาจกับฝ่ายการเมืองได้ ทั้งนี้กลุ่มตัวอย่างเชื่อว่ากองทัพจะไม่ได้รับการสนับสนุนจากประชาชนอย่างเต็มที่เหมือนที่เคยเป็นมาในอดีตเพราะเกิดความขัดแย้งอย่างรุนแรงในสังคมปัจจุบันและกองทัพถูกดึงเข้าไปเป็นส่วนหนึ่งของเหตการณ์จนเกิดปรากฏการณ์ ทหารนอกแถวขึ้น ผู้บริหารระดับสูงที่มาจากกลุ่มอาชีพต่างกันจะมีมุมมองต่อบทบาทของทหารในทางการเมืองต่าง แต่ที่เด่นชัดที่สุดก็คือภาคเอกชนบางส่วนยังไม่มั่นใจว่าทหารได้กลับเข้าสู่กรมกอง สนับสนุนการปกครองในระบอบประชาธิปไตยและทำตัวเป็นกลไกของรัฐอย่างแท้จริง แสดงให้เห็นถึงความกังวลของภาคเอกชนต่อการเข้ามาแทรกแซงทางการเมืองของทหารซึ่งอาจมีผลกระทบต่อการเติบโตทางเศรษฐกิจได้  

Abstract

            Armed Forces or military has played significant role in Thais politics ever since the transformation of the regime from Monarchy to Democracy because it is a well established institute when compared to political party in an early phase. So , whenever the situation got out of hand of civilian government or national crisis arose, the military would come to intervene in politics  in many forms such as showing aggressiveness or eventually committing coup de tar.  In order to determine the proper roles of military in Thais politics in the future, the attitude of high ranking officers both military and civilian as well as executives in private sector on the roles of military in  politic in the past and  present are studied.  42 samples are drawn from 225 students of National Defence College class 2011.  Some of the sample group indicated that military’s intervention in politics in order to protect the Monarchy while some of the sample believed that military intervened in politics to protect its own interests.  Even though the military has downplayed its role as one of the tools of the government in disaster relieve or developing the country,  some sample groups still perceive that the army is only one institute to counterbalance the politicians.  However, it is also revealed that the military has loss its popularity among the public since its involvement in the current social conflict.    One of the most important finding is that, executives from private sector are still uncertain whether the military sincerely supports Democracy and becomes the actual tools of the state. This concern may affect an economic growth in the long run.
