แนวทางการแก้ปัญหาการค้ามนุษย์อย่างบูรณาการ Integrated Approach for Combating Trafficking in Persons

Abstract

งานวิจัยฉบับนี้ได้วิเคราะห์การดำเนินการแก้ปัญหาการค้ามนุษย์ของไทย และพบว่าไทยกำลังเผชิญกับปัญหาและความท้าทายในการแก้ปัญหาการค้ามนุษย์หลายด้าน อาทิ เชิงนโยบาย เชิงบริหาร และเชิงบูรณาการ โดยประเด็นความท้าทายเชิงบูรณาการนั้น เป็นหนึ่งในประเด็นที่สำคัญที่สุดที่ภาคส่วนต่าง ๆ ของไทยยังไม่คำนึงถึงและนำไปปฏิบัติมากเท่าที่ควร ทำให้การดำเนินการแก้ไขปัญหาการค้ามนุษย์ที่ผ่านมาขาดประสิทธิภาพและความน่าเชื่อถือ งานวิจัยฉบับนี้จึงเสนอแนวทางการแก้ปัญหาการค้ามนุษย์ของไทยให้มีการ บูรณาการและประสิทธิภาพมากยิ่งขึ้น ด้วยการส่งเสริมการสื่อสาร และการสร้างความร่วมมือกับทุกภาคส่วนทั้งในประเทศและกับต่างประเทศที่เป็นเอกภาพและมีทิศทาง โดยยึดหลักการสร้างความโปร่งใส (Transparency) การสร้างความน่าเชื่อถือ (Credibility) และการสร้างความมีประสิทธิภาพ (Effectiveness) ในความร่วมมือ ซึ่งหากไทยสามารถปฏิบัติตามแนวทางข้างต้น ก็จะทำให้ปฏิบัติงานและประสานงานการแก้ปัญหาการค้ามนุษย์ของไทยมีประสิทธิภาพ มีผลเป็นรูปธรรม และสามารถตรวจสอบได้จากทั้งภายในประเทศและต่างประเทศ รวมทั้งจะมีผลในการสร้างความน่าเชื่อถือต่อการดำเนินการอย่างยั่งยืนของฝ่ายไทยจนเป็นที่ยอมรับของประชาคมโลก สอดคล้องกับหลักมนุษยธรรม และเป็นผลต่อการได้รับการยกระดับจากระดับ ๓  ตามรายงานสถานการณ์การค้ามนุษย์ (TIP Report) ของสหรัฐฯในปีต่อๆ ไป

                                  ABSTRACT

This research’s main argument is that despite Thai Government’s seriousness in addressing human trafficking, such as much of the efforts have been placed upon trafficking policy and legal changes ,and attention have been paid to method and mechanism how the Government could integrate and coordinate all of Thai sectors’ efforts to effectively combat human trafficking,  this has not yet been reflected in international confidence on Thailand’s credibility and effectiveness in critically addressing human trafficking.  Furthermore, this research found that on top of many challenges, such as policy and administration obstacles, Thailand currently faces the integration of all Thai sectors’ willingness and efforts, which is one of the most pressing problems and the one that receives less attention and implementation. This research therefore aims to provide recommendations for Thailand to enhance coordinate and integrate of all Thai sectors to address human trafficking effectively. The research proposes an improvement of better communication and cooperation strategies both among Thai sectors as well as with international partners under three principles of Transparency, Credibility and Effectiveness. The author believes that if Thailand could develop those communication and cooperation strategies as mentioned-above, it will subsequently result in Thailand’s capability and credibility to international community in combating human trafficking sustainably. Consequently, Thailand will possibly be upgraded from Tier ๓ listed in TIP Report in the year to come.
