บทคัดย่อ

                   บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาแนวทางการขับเคลื่อนค่านิยม 12 ประการ สู่การปฏิบัติ ของประชาชน และศึกษาปัญหาข้อขัดข้อง ในการขับเคลื่อนค่านิยม 12 ประการ สู่การปฏิบัติของประชาชน ตามนโยบาย คสช. โดยใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ (Qualitative Research) ประกอบไปด้วย การวิจัยเชิงเอกสาร (Documentary research) และการสัมภาษณ์­เจาะลึก (Indepth Interview) ผลการศึกษาพบว่าแนวทางการขบเคลื่อนที่สำคัญต้องเริ่มจากสิ่งใกล้ตัวที่เข้าถึงประชาชนทุกคน นั้นคือ สถาบันการศึกษาและสถาบันสื่อสารมวลชน  โดยมีแนวทางคือ ต้องส่งเสริมสถานศึกษา หน่วยงานทางการศึกษา ในการจัดอบรมสัมมนาและกิจกรรมต่างๆ เพื่อสร้างความตระหนักในค่านิยม 12 ประการ ให้เป็นกิจวัตรตนเอง ครอบครัว ชุมชน และสังคม ต้องให้สถานศึกษาในทุกระดับบริหารจัดการหลักสูตรและพัฒนาการจัดการเรียนการสอน เพื่อแทรกค่านิยม 12 ประการ ไว้ในทุกกลุ่มสาระวิชา มีการจัดกิจกรรมพัฒนาคุณภาพผู้เรียน หลากหลายรูปแบบเพื่อปลูกฝังค่านิยม 12 ประการ รวมทั้งส่งเสริมบุคคล/หน่วยงาน/องค์กร/ชุมชน ในการมีส่วนร่วมขับเคลื่อนค่านิยม 12 ประการไปสู่การปฏิบัติ และมีการประชาสัมพันธ์ค่านิยม 12 ประการ ผ่านสื่อที่หลากหลาย เช่น สื่อบุคคล สื่อสิ่งพิมพ์ สื่ออิเล็กทรอนิกส์  ในส่วนของปัญหาข้อขัดข้อง คือประชาชนบางกลุ่มยังไม่ตระหนักในความสําคัญของค่านิยม 12 ประการ หรือมีความคิดเห็นคัดค้านกับการเข้าปฏิรูปประเทศของ คสช. ทำให้นโบยายที่ออกมาจะถูกปฏิเสธจากประชาชนกลุ่มที่คัดค้าน ดังนั้นจึงต้องทำให้สังคมตระหนักในคุณค่าของค่านิยม 12 ประการ มากกว่าที่จะคิดว่าค่านิยม 12 ประการถูกกำหนด  โดยใคร และพยายามปลูกฝังค่านิยม 12 ประการ โดยเริ่มที่ตนเองก่อนและพัฒนาไปสู่ครอบครัว ชุมชน สังคมประเทศไทยอย่างต่อเนื่อง

Abstract

               The purpose of this research article is  to study the 12 values driven approach to public practice and study the problems to drive the popular 12's implementation of public policies on National Council for Peace and Order (NCPO). The methodology of qualitative research  consists of documentary research and interviews depth. The study found that the approach to tackle important to start moving things around to reach all citizens, the institutions and the Institute of mass communication. The approach is to promote educational institution, educational agencies in seminars and events. To raise awareness of the values of the 12 routines to their families, communities and society at all levels to make school management and curriculum development, teaching and learning. The 12 values  to insert values in all subjects. The development of quality learning activities. Many styles to instill values 12 offenses, including promoting individuals/agencies/organizations/ communities. Participation in the 12 driven values into action.  And the promotion of the values 12 through a variety of media, such as personal media publications electronic media. Part of the problem of crash some people are not aware of the importance of the values of 12     or opinions opposed to the reform of the NCPO. The policy to be rejected by the opposition groups. So make society aware of the value of the 12 values to think that more than 12 values are determined by who and to instill the values by 12 values before starting their own families, communities, and develop into Thailand continually.
