          องค์การทางทะเลระหว่างประเทศ จัดตั้งขึ้นโดยมีวัตถุประสงค์เพื่อเป็นเวทีในการสร้างความร่วมมือระหว่างประเทศสมาชิกในการกำหนดมาตรฐานและแนวปฏิบัติเพื่อความปลอดภัยในการขนส่งทางทะเล การเดินเรือ การคุ้มครองสิ่งแวดล้อมทางทะเล และการอำนวยความสะดวกการขนส่งทางทะเลระหว่างประเทศ โดยประเทศไทยในฐานะเป็นประเทศสมาชิกขององค์การทางทะเลระหว่างประเทศ จึงมีสิทธิและหน้าที่ตามข้อผูกพันและพันธะสัญญาต่ออนุสัญญาระหว่างประเทศที่ได้เข้าเป็นภาคี ทั้งนี้ก็เพื่อให้เกิดความปลอดภัยในการเดินเรือและการคุ้มครองสิ่งแวดล้อมทางทะเลเป็นมาตรฐานเดียวกันตามที่องค์การได้ให้การรับรอง

ABSTRACT

          International Maritime Organization is intended as a forum for cooperation between member states in the standards and practices for the safety of marine transport, navigation and protection of the marine environment and the facilitation of international maritime transport. In Thailand, as a member country of the International Maritime Organization. The rights and obligations of obligations and commitments to the international conventions that have become a party. That is to standardize the safety of navigation and the marine environment protection to the same standard as the organization has approved.
