การประยุกต์แนวคิดการแข่งขันสะสมอาวุธของ Samuel Huntington เพื่อวิเคราะห์ความมั่นคงระหว่างประเทศในภูมิภาคเอเชียตะวันออกเฉียงใต้

บทคัดย่อ 

      การแข่งขันสะสมอาวุธเป็นปรากฎการณ์ทางความสัมพันธ์ระหว่างประเทศอย่างหนึ่งที่เกิดขึ้นเมื่อรัฐหรือกลุ่มของรัฐตั้งแต่สองขึ้นไปมีความพยายามอย่างเร่งรีบที่จะมีกองทัพที่ขนาดใหญ่ขึ้นหรือมีขีดความสามารถสูงขึ้น บทวิเคราะห์นี้เลือกใช้แนวคิดการแข่งขันสะสมอาวุธของ Samuel Huntington นักรัฐศาสตร์ชื่อดังผู้สร้างกรอบการวิเคราะห์การแข่งขันสะสมอาวุธในฐานะที่เป็นเชิงสาขาวิชารัฐศาสตร์ท่านแรกๆ ท่านใช้แนวคิดดังกล่าวมาวิเคราะห์ปรากฏการณ์ของยุโรปก่อนสงครามโลกครั้งที่ 1 ว่าเกิดการแข่งขันสะสมอาวุธขึ้น ผู้วิจัยตั้งสมมติฐานว่า ยุโรปในห้วงก่อนสงครามโลกครั้งที่ 1 นั้น มีบริบททั้งในและระหว่างประเทศหลายประการคล้ายกับเอเชียตะวันออกเฉียงใต้ในปัจจุบัน ดังนั้น ผู้วิจัยจึงอนุมานว่า หากยุโรปก่อนสงครามโลกครั้งที่ 1 ถูก Huntington มองว่าเกิดการแข่งขันสะสมอาวุธขึ้น ภูมิภาคเอเชียตะวันออกเฉียงใต้ที่มีบริบทคล้ายกันก็น่าทำการทดลองว่า จะเกิดการแข่งขันสะสมอาวุธหรือไม่ โดยเน้นไปที่ประเทศที่มีอำนาจทางการทหารระดับสูงภูมิภาค คือ อินโดนีเซีย สิงคโปร์และมาเลเซีย ที่ในปัจจุบันมีการพัฒนากองทัพเรือและกองทัพอากาศอย่างเร่งรีบผิดปกติ ทั้งในเชิงปริมาณและเชิงคุณภาพ 

Abstract 

      Arms Race in an international relations phenomenon in which more than two states, or more than two groups of states, are aggressively attempting to have better equipped and increase their arms forces. This analysis chose arms race concept created by Samuel Huntington, a world-renowned political scientist, who analyzed that there was an arms race occurred during Pre-World War I period of Europe. The author has made an assumption that Europe before 1914 had several characteristics similar to present-day of Southeast Asia. Therefore, the author further estimates that if Huntington claimed that there was an arms race in Pre-World War I of Europe, it is tempting to question whether present-day of Southeast Asia, which have something in common, is running on the same route to experience arms race too. This research focuses heavily on top-three of the best -equipped and the most combat readiness of the region, namely Indonesia, Singapore, and Malaysia. These states are irregularly accelerating the naval and air forces, both in quality and quantity.
