บทเรียนการพัฒนาอุตสาหกรรมป้องกันประเทศของเกาหลีใต้

บทคัดย่อ
ในห้วง 50 ปีที่ผ่านมาสาธารณรัฐเกาหลี (เกาหลีใต้) ได้มีการพัฒนาอุตสาหกรรมป้องกันประเทศอย่างก้าวกระโดด จนกระทั่งปัจจุบันสามารถก้าวขึ้นเป็นผู้ผลิตและส่งออกยุทธภัณฑ์ที่ทันสมัยและมีมูลค่าการส่งออกเป็นลำดับ 8 ของโลก ในปี พ.ศ. 2565 จากปัจจัยสงครามในยุโรป โดยมีผู้ใช้งานทั้งในเอเชีย ออสตราเลเชีย ตะวันออกกลาง อเมริกาใต้ ยุโรป และประเทศกลุ่มสนธิสัญญาแอตแลนติกเหนือ (North Atlantic Treaty Organization: NATO) ความสำเร็จในการพัฒนาอุตสาหกรรมป้องกันประเทศของเกาหลีใต้อย่างรวดเร็วนั้นมีปัจจัยส่งเสริมด้วยกัน 3 ประการ คือ 1) ความช่วยเหลือทางทหารจากต่างประเทศจำนวนมาก 2) การพัฒนาโครงสร้างอุตสาหกรรมหนักภายในประเทศที่เข้มแข็ง และ 3) รัฐบาลมีนโยบายที่ชัดเจนในการพึ่งพาตนเอง มีโครงสร้างหน่วยงานพัฒนาและส่งเสริมที่เข้มแข็ง
